CALL TO ORDER: Mayor England
COUNCIL PRESENT: Dan Heiner, Norman Reece, Roger Hernandez, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Planning Manager
Don Matson, Lieutenant Chris Kjos, and City Clerk Joey Bowers
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported.
Attorney Lewis referenced Idaho Code 50-2017 relative to conflicts of interest if any
councilmembers owned or had any financial interest with any of property within the
boundaries of the planned urban project area, that information needed to be disclosed and
they should recuse themselves for being involved in any of the decision making under
Idaho Code.
GENERAL BUSINESS:
1. A Joint Meeting with the City Council and the Chubbuck Development Authority Board
(CDA) to discuss an eligibility report and to start the process to prepare an Urban
Renewal Plan.
Brad Cramer from Perspective Planning & Consulting presented a revised map which
showed a boundary that kept the valuation of an urban renewal plan and revenue
allocation area for the Yellowstone Corridor Urban Renewal District (URD) within
statutory limits. Mr. Cramer also went over a time line and the process to prepare an
Urban Renewal Plan.
