Council Meeting Minutes
August 6, 2025

CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
COUNCIL PRESENT: Dan Heiner, Norman Reece, Roger Hernandez, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Development Services Manager Sean Harris, Police Chief Nick
Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer
Rich Morgan, and City Clerk Joey Bowers
APPROVAL OF MINUTES: July 16, 2025.
Councilmember Heiner motioned for approval of the Council Meeting minutes.
Councilmember Reece seconded motion for approval of minutes.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -absent, motion passed.
PUBLIC HEARING:
1. A proposed budget for the fiscal year 2026 from October 1, 2025, to September 30,
2026, and the consideration of the proposed use or reserve of forgone property taxes
pursuant to Idaho code 50-1002.
Mayor England declared the public hearing open for public comment.
Resident Boyd Byrd, was In Favor. Mr. Byrd went over the proposed budget and
thanked City Staff for their open door policy and always being willing to answer his
questions. Mr. Byrd felt like the City of Chubbuck does a great job providing services to
the residents.
Due to no more public comment Mayor England closed the public hearing.
GENERAL BUSINESS:
1. Discussion and Possible Adoption of a Revised Tentative Budget for Fiscal Year 2026.
(Council will discuss the adoption of a revised tentative budget for 2026).
Councilmember Reece motioned to adopt a revised tentative budget.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
2. Approval of the Alpine Crossing Div. IC Final Plat and the findings, facts and conclusions
of law. (Council will discuss the application and if it meets City code).
TJ Togiai from Sunrise Engineering represented the applicant. Mr. Togiai presented a
16 lot final plat for 16 residential building lots in the Alpine Crossing subdivision,
Division 1 C.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and does appear to meet all the standards of Titles 16, 17 and 18
of City Code, as presented with conditions.
Councilmember Hernandez motioned to approve the Alpine Crossing Div. 1 C Subdivision Final
Plat and the findings, facts and conclusions of law with conditions as presented by City Staff.
Councilmember Heiner seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
3. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Heiner motioned for approval of items for auction or disposal.
Councilmember Reece seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
4. Acceptance of the FY24 Comprehensive Financial Report.
(Council will discuss the FY24 audited financial report).
City Treasurer Rich Morgan presented and went over the final audited report.
Councilmember Hernandez motioned to accept the FY23 comprehensive financial report.
Councilmember Heiner seconded motion for acceptance.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
CLAIMS:
City of Chubbuck claims for August 6, 2025 as presented to Mayor England and
Council.
Councilmember Evans motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, Reece -yes, motion passed.
GENERAL ANNOUNCEMENTS: Chubbuck Days Celebration August 8-9, 2025, and Joint Study
Session with the Chubbuck Development Authority Board on August 11, 2025 at 5:30pm.
ADJOURN: Mayor Kevin England adjourned at 6:12.
