APPLICANT:Scott Higgins, 4000 Yellowstone Ave.
PROJECT TITLE:Alpine Animal Hospital
LOCATION:Formerly Afton Meadows, W. Chubbuck Road.
PURPOSE FOR REVIEW:Site Plan Approval.
Present: Steve Smart, Attorney Thomas J. Holmes, Larry Kohntopp, Ron C. Conlin, Randy
Severe, Ray Griffin, Merlin Miller and Eric King.
Scott Higgins, Alpine Animal Hospital was present to present the Alpine Animal Hospital Site
Plan. Mr. Higgins stated they would like to start as soon as possible.
Discussion about an access from Fire Department Property through this plat to W. Chubbuck
Road. After discussion, Staff decided against an access from Fire Department through this
site plan to W. Chubbuck Road.
The site plan was approved with the following conditions:
1. 10' Landscaping requirement, not necessarily turf. Larry Kohntopp will give Mr.
Higgins a copy of requirements for trees, etc.
2. Individual sites are required to have on site storm water drainage. Discussion about the
use of swales.
3. Required to apply for non-residential wastewater treatment discharge permit.
4. Required to have a three sided enclosed dumpster pad, to be approved by the City.
5. All off-street parking is required to be paved, the rest of the property is required to be
all weather service.
6. Required to have a clear address on the building.
7. Knox Box is required.
8. Fire Department is requiring a list and quantity of any chemicals.
9. Fire Department stated even though they cannot require the building be sprinkled, they
recommend the building be sprinkled.
10. Fire Department required if they do any crematorium the Fire Department will be
Invited to inspect the process.
11. Mr. Higgins is required to present a set of digital floor plans to the Fire Department.
12. Alpine Animal Hospital is required to present their sign plan to the City for approval.
13. Required to have an Architect’s Seal on their plans of the building.
14. Required to have a demolishion permit for removing the building currently on the
property.
