COUNCIL MEETING MINUTES

CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Baumeister
COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Police Chief Bill Guiberson, Planning and Development Director Devin
Hillam, City Planner Paul Andrus, Human Resource Director Scott Gummersall, City Treasurer
Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: December 4, 2019.
Councilmember Baumeister motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Baumeister -yes, Evans -yes, Lewis -yes, motion passed.
GENERAL BUSINESS:
1. Approval of M & K Subdivision Final Plat.
(Council will discuss the application and if it meets City code).
Tom Taylor from Keller Associate represented the applicant. Mr. Taylor stated that
this application will be combining four lots into one subdivision. Mr. Taylor also stated
that the applicant will be providing a 20ft easement around the current utilities, and a
I Oft. public utility easement around the exterior of the subdivision. The applicant will
also be dedicating the water rights, and the ground for Fern Street, and Mingo Lane to the
City.
City Planner Paul Andrus stated that this application had been reviewed by City Staff
and appears to meet the standards of Titles 16, 17 and 18 of City Code, and
recommended approval, conditional upon construction plans/drawings to be accepted by
the City Engineer.
Councilmember Lewis motioned for approval of the M & K subdivision final plat, conditional
upon construction plans/drawings to be accepted by the City Engineer.
Councilmember Evans seconded motion for approval.
Roll Call: Baumeister -yes, Evans -yes, Lewis -yes, Hernandez -yes, motion passed.
2. Pine Ridge Mall -Amended Development Agreement.
(Council will discuss and act on proposed amendments to the existing development agreement).
This business item was removed from the agenda.
3. Adoption of Resolution 2019-10 Impact Fees Inflation Adjustment.
(Council will discuss an inflation adjustment to the impact fees as recommended in the Ordinances).
Public Works Director Rodney Burch presented a resolution to address the inflation
adjustment factor that is in the impact fee ordinances.
Councilmember Evans motioned to adopt Resolution 2019-10.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Lewis -yes, Hernandez -yes, Baumeister -yes, Evans -yes, motion passed.
CLAIMS:
City of Chubbuck claims for December 18, 2019 as presented to Mayor England and
Council.
Councilmember Hernandez motioned to approve the City of Chubbuck Claims as presented.
Councilmember Baumeister seconded motion for approval.
Roll Call: Baumeister -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed.
