CALL TO ORDER: Mayor England COUNCIL PRESENT: Roger Hernandez, Melanie Evans, Ryan Lewis, and Annette Baumeister. STAFF MEIvmERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Planning and Development Director Devin Hillam, Human Resource Director Scott Gummersall, City Engineer Bridger Morrison, City Planner Paul Andrus, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1- Discussion on Potential Lake at Harvest Springs. Ryan Satterfield and Steven Free represented the applicant. Mr. Satterfield presented a concept for a 5.5 acre lake that would be located in the center of the Harvest Springs development. Mr. Satterfield stated that the developer is looking at plans to use this lake for irrigation to keep the water circulating. The applicant wanted to have a discussion with the Council to see if this concept was something they would be interested in having in the City of Chubbuck. Steven Free looked at other similar projects in other cities. Mr. Free stated that what he discovered is that cities have lower maintenance cost for this type of amenity than a grass park. The Becker pond in Idaho Falls had an average yearly maintenance cost of $1,000. Mr. Free also stated that he had talked to the Idaho Fish and Game and they had expressed interest in keeping fish stocked in this lake. Councilmember Hernandez asked how often the lake would need water added to it. Councilmember Lewis asked if there would be water rights associated with this lake to keep it properly fled and maintained. Mr. Satterfield stated that the system would be pumping water out and replacing with fresh water on a daily basis for circulation. Mr. Satterfield also stated that a groundwater well now serving the farm would be used to fill/maintain the lake. Councilmember Lewis asked about meeting regulations to develop a structurally safe retention/dam wall. Mr. Satterfield stated that the developer would follow all state regulations and submit plans for final approval from city staff. Councilmember Evans asked about parking for residents that live outside of this development. Mr. Satterfield stated that this lake will have trails connecting the Harvest Springs community to this amenity with parking lots on both ends and street parking. Planning and Development Director Devin Hillam stated that the only concern from city staff was the expense for water and ice rescue training that will need to be implemented with this lake. Councilmember Baumeister asked about insurance issues. Mayor England committed to have that discussion with the City's insurance provider. City Attorney Tom Holmes asked if there would be commercial rentals at this public lake. Mr. Satterfield stated that the developer would work with the City on how to handle rentals if that comes about. 2- Discussion on Siphon Road Landscaping Bids. Public Works Director Rodney Burch stated that due to notification requirements bids won't be opened until Tuesday August 27, 2019. Staff is concerned that if the City waits to award this bid on September 4, 2019 the City will miss the hydro seeding deadline of December 15, 2019, Mr. Burch stated that $500,000 was budgeted for this project and additional funds are available from the Parks department if needed. Mr. Burch asked if the Council would be willing to do a polling vote that would allow the Mayor to enter into a contract on August 27, 2019 after bids are opened. City Attorney Tom Holmes stated that this would be a proper procedure to follow due to the timeframe of the project. The Council stated that they would be willing to do a polling vote to meet the timeframe of the project, as long as the bids fit within the budget. 3- Discussion on Southwest Townhomes Div. 1 Preliminary Plat Findings of Fact and Conclusions. Planning and Development Director Devin Hillam presented the findings of fact, and conclusions of law for the Southwest Townhomes Div. 1 Preliminary Plat.
