CALL TO ORDER: Mayor England COUNCIL PRESENT: Annette Baumeister, Roger Hernandez, Melanie Evans, and Ryan Lewis. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Planning and Development Director Devin Hillam, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1- Presentation by REDI's Energy Technology and Environment Group. John Snyder represented REDI. Mr. Snyder stated that the REDI's Energy Technology and Environment Group is a volunteer group. This volunteer group is responsible to study new opportunities and help the community understand them. Mr. Snyder went over some great opportunities for Eastern Idaho. A few of these opportunities is the Naval Spent Fuel Handling Facility, Small Modular Reactor, and the National Reactor Innovation Center. Mr. Snyder stated that the Idaho National Laboratory had gotten the contract for two of these opportunities, but is still competing for the National Reactor Innovation Center. Advocacy is the first step. Mr. Snyder asked the Council to study these topics and look for opportunities to help advocate for these opportunities to come to Eastern Idaho. 2- Update from Human Resources. Human Resource Director Scott Gummersall gave an update on city personnel and his department's roles within the strategic plan. Mr. Gummersall stated that the City currently has an average retention rate of 92%. Mr. Gummersall asked the Council to consider $177,500 for annual pay increases for employees, and with the recent changes to police and fire salaries a onetime market adjustment to existing salaries of $244,500 in FY20. Mr. Gummersall went over future employment needs and the costs associated with those future employees. Mr. Gummersall also went over how the City manages temporary employees and the cost saving associated with those employees. ADJOURN: Mayor Kevin England adjourned at 5:20
