COUNCIL MEETING MINUTES

CALL TO ORDER: Councilmember Lewis
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Lewis
COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, Roger Hernandez by phone, and Melanie
Evans by phone.
STAFF MEMBERS PRESENT: City Attorney Tom Holmes, Public Works Director Rodney Burch by
phone, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Senior Planner Don Matson, City
Treasurer Rich Morgan, and City Clerk Joey. Bowers by phone.
Absent: Mayor England
APPROVAL OF MINUTES: Study Session June 5, 2019 and Council Meeting June 5, 2019.
Councilmember Baumeister motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Evans seconded motion for approval of minutes.
Roll Call: Baumeister -yes, Lewis -yes, Hernandez -yes, Evans -yes, motion passed.
GENERAL BUSINESS:
Discussion on amendments to 18.08.010 and 10.08.040 of city code.
(Council will discuss potential amendments regarding duplexes in R-2 zone)
City staff desired to gain understanding from the Council concerning an inconsistency
in the code in regards to duplexes. In one section a duplex is allowed by code and in
another section it is permitted with conditional use. Staff would like to start the process
to make duplexes permitted by code if disclosed on the plat. Otherwise they would be a
conditional use. This process will start with the Land Use Commission. The Council
gave the direction to start the process and hold the public hearing.
2. Adoption of Ordinance 794 designated truck routes.
(Council will discuss an amendment to 70.24.030 principle arterial streets.)
The Council discussed the ordinance that would make any street designated as an
arterial in the comprehensive plan a designated truck route.
Councilmember Evans motioned to waive the rule to read the ordinance on three separate
occasions, one being in full. Councilmember Baumeister seconded.

Councilmember Evans motioned to adopt ordinance 794. Councilmember Hernandez seconded.

3. Approval of traffic signal cooperative maintenance agreement.
(Council will discuss traffic signal coordination and maintenance cooperative agreement.)
The Council discussed the agreement between the Cities of Chubbuck and Pocatello,
Idaho Transportation Department and Bannock Transportation Planning Organization.
The agreement allows the entities to coordinate traffic flow across jurisdictions. In
addition, The City of Chubbuck shares expense and expertise of the 4 entities.
Councilmember Baumeister motioned for approval to enter into the traffic signal cooperative
maintenance agreement. Councilmember Evans seconded.

CLAIMS:
1. City of Chubbuck claims for June 19, 2019 as presented to Council.
Councilmember Baumeister motioned to approve City of Chubbuck claims.
Councilmember Evans seconded.
