SPECIAL COUNCIL STUDY SESSION MINUTES

CALL TO ORDER: Mayor England
COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, City Treasurer
Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
GENERAL BUSINESS:
1- Opioid Litigation
Daniel Mooney represented Mooney Wieland law firm. Mooney Wieland is a law firm
based out of Boise, Idaho that had teamed up with Keller Lenkner law firm out of
Chicago, Illinois and Consovoy McCarthy Park law firm out of Washington D.C. to help
Idaho Cities and Counties address and seek relief from the opioid crisis through a multi -
district litigation. Mr. Mooney stated that opioid abuse is the cause of 145 deaths every
day across the United States and has doubled since 2012. Mr. Mooney believes that local
physicians should be held harmless due to the misinformation that they had received from
national distributers. Mr. Mooney also stated that his law firm will provide all the
resources, time, and costs associated with this litigation; and will only be reimbursed
from a settlement.
