CALL TO ORDER: Mayor England COUNCIL PRESENT: Ryan Lewis, Melanie Evans, Roger Hernandez, and Annette Baumeister. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, Planning and Development Director Devin Hillam, City Planner Paul Andrus, Street and Sanitation Supervisor Paul Hathaway, Building Inspector Ron Osborn, Building Official Ray Griffin, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. GENERAL BUSINESS: 1- Updates to the Personnel Policy Manual Human Resource Director Scott Gummersall presented changes to licenses and certifications, medical leave, over time and comp time, personal conduct, Paid time off, retaliation, workers compensation, and travel for the personnel policy. Mr. Gummersall also presented an updated vehicle use policy. 2- Public Right of Way Contractors License & Public Right of Way Construction. Public Works Director Rodney Burch wanted to discuss an Ordinance that would strengthen the City's position on utility contractors working inside the City's right of way infrastructure. Mr. Burch stated that this Ordinance would create an administrative processes to annually license utility contractors, and create a 3 year warranty process. 3- Discussion about Tree and Landscape Encroachment. Public Works Director Rodney Burch wanted to discuss a new Ordinance that was similar to the City of Pocatello; to help the City control encroachments on public right of ways. Mr. Burch stated that this Ordinance would not rely on code enforcement or the police. This would allow the City to notify the property owner to correct the issues, and if the property owner didn't comply in a certain time frame; would allow the City to correct the issue and then bill the property owner for the expense. Mr. Burch also stated that the intent of this Ordinance is for the property owner to correct the issues on their own. Councilmember Lewis asked City Staff to look at other municipalities' ordinances and not just the City of Pocatello. Councilmember Baumeister asked what the difference was for this Ordinance and the City's weed Ordinance. Chief Guiberson stated that the biggest difference is this is on public right of way/property versus private property. ADJOURN: Mayor Kevin England adjourned at 4:55.
