CALL TO ORDER: Council President Ryan Lewis PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Baumeister INVOCATION: Pastor Thomas Holder from Pioneer Bible Baptist Church COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Planning and Development Director Devin Hillam, Human Resource Director Scott Gummersall, City Planner Paul Andrus, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. Council President Ryan Lewis excused Mayor Kevin England from the meeting. APPROVAL OF MINUTES: November 7, 2018 Councilmember Baumeister motioned for approval of the Study Session and Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Baumeister -yes, Lewis -yes, Hernandez -yes, Evans -absent, motion passed. GENERAL BUSINESS: 1. Approval of the 2019 Beer, Wine and Liquor Licenses. (Council will discuss if all City, State and County requirements have been completed). City Planner Paul Andrus presented the 2019 beer, wine, and liquor licenses. Councilmember Baumeister motioned to approve the 2019 Beer, Wine, and Liquor Licenses as presented, conditional on that all City, State, and County fees are paid in full. Councilmember Evans seconded motion for approval. Roll Call: Lewis -yes, Evans -yes, Hernandez -yes, Baumeister -yes, motion passed. 2. Approval of Park Meadows 15`h Addition Preliminary Plat. (Council will discuss the application and if it meets City code). Brady Smith from Rocky Mountain Engineering represented the applicant. Mr. Smith presented the final addition of the Park Meadows subdivision. Mr. Smith stated that this addition will connect into the Country acres subdivision. Mr. Smith asked for a waiver to maintain the current street width and a gradual change in street width between this addition and the country acres subdivision. City Planner Paul Andrus stated that the Land Use Commission recommended approval of the preliminary plat with the requested waiver. Councilmember Evans motioned to approve the Park Meadows 15`" Addition Preliminary Plat as presented, with the requested street width waiver. Councilmember Hernandez seconded motion for approval. Roll Call: Lewis -yes, Evans -yes, Hernandez -yes, Baumeister -yes, motion passed. 3. Approval of Bilyeu Estates Div. 5 Preliminary Plat. (Council will discuss the application and if it meets City code). Eric Pope from Rocky Mountain Engineering represented the applicant. Mr. Pope presented the fifth addition to the Bilyeu Estates subdivision. Mr. Smith stated that this addition is 7.13 acres, and that the required park area will be completed with this division. Mr. Pope also asked for a waiver on curve 6 and 7 on Hiram Ave. for the required minimum 100' tangent between reverse curves on arterials and collectors. City Planner Paul Andrus stated that Engineering recommended approval of the waiver on curve 6 and 7. Mr. Andrus also stated that Land Use Commission recommend approval of the preliminary plat with the requested waiver. Councilmember Evans motioned to approve the Bilyeu Estates Div. 5 preliminary plat, with a waiver on curve 6 and 7 for the required minimum 100' tangent between reverse curves on arterials and collectors, and also for the park to be completed with this division. Councilmember Hernandez seconded motion for approval. Roll Call: Hernandez -yes, Baumeister -yes, Lewis -yes, Evans -yes, motion passed. 4. Approval of Amendment to the 2015 Copperfield Landing Master Plan. (Council will discuss the application and if it meets City code). Brady Smith from Rocky Mountain Engineering represented the applicant. Mr. Smith stated that the applicant would like to amend this master plan to remove commercial areas, increase single family residential areas, and move mixed use areas along the Siphon Road corridor. City Planner Paul Andrus stated that the original master plan was approved in 2010, and amended in 2015 to add the City's well #6. Mr. Andrus also stated that the Land Use Commission recommended approval of the amendment. Planning and Development Director Devin Hillam recommended that this development follow the access management plan to keep access off of Siphon Road. Councilmember Baumeister motioned to approve the amendment to the 2015 Copperfield Landing master plan, and for this master plan to comply with the City's access management plan unless an exception .is applied for and granted by City Council. Councilmember Evans seconded motion for approval. Roll Call: Baumeister -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed. Acceptance of Offer of Dedication for Bilyeu Estates Div. 3. (Council will discuss if all city requirements have been inspected and completed). Public Works Director Rodney Burch stated that all city requirements had been inspected and completed and recommend approval. Councilmember Evans motioned for acceptance of offer of dedication for Bilyeu Estates Div. 3. Councilmember Baumeister seconded motion for acceptance. Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Baumeister -yes, motion passed. 6. Acceptance of Offer of Dedication for Bilyeu Estates Div. 4. (Council will discuss if all city requirements have been inspected and completed). Public Works Director Rodney Burch stated that all city requirements had been inspected and completed and recommend approval. Councilmember Hernandez motioned for acceptance of offer of dedication for Bilyeu Estates Div. 4. Councilmember Evans seconded motion for acceptance. Roll Call: Hernandez -yes, Lewis -yes, Baumeister -yes, Evans -yes, motion passed. 7. Acceptance of Offer of Dedication for Gem Prep Subdivision. (Council will discuss if all city requirements have been inspected and completed). Public Works Director Rodney Burch stated that there was no public improvements required; this is just a finalization stage for this subdivision. Councilmember Baumeister motioned for acceptance of offer of dedication for Gem Prep Subdivision. Councilmember Hernandez seconded motion for acceptance. Roll Call: Lewis -yes, Baumeister -yes, Evans -yes, Hernandez -yes, motion passed. CLAIMS: City of Chubbuck claims for November 21, 2018 as presented to Mayor England and Council. Councilmember Baumeister motioned to ratify the approval of the City of Chubbuck Claims. Councilmember Evans seconded motion for approval.
