CALL TO ORDER: Mayor England COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Water and Wastewater Supervisor Bryan Hall, City Engineer Bridger Morrison, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. GENERAL BUSINESS: 1- EPA Storm Water Permit — Hannah Sanger, City of Pocatello Hannah Sanger, is the Science and Environment Division Manager for the City of Pocatello. Ms. Sanger also serves as the administrator for the Pocatello Urbanized Area Storm Water Permit. This permit includes the City of Pocatello, City of Chubbuck, Bannock County, Idaho Transportation Department District 5, and will be adding Idaho State University with a new permit in 2019. Ms. Sanger gave a history of this permit and how the United States Environmental Protection Agency (EPA) and Idaho Department of Environmental Quality (DEQ) uses this permit to keep area rivers in compliance. This permit regulates storm water only. 2- Annual Water System Facility Update — Keller Associates Jim Mullen and Colter Hollingshead represented Keller Associates. Mr. Mullen gave a history about Keller Associates and their project history with the City of Chubbuck. Mr. Hollingshead gave a history of the City of Chubbuck's 2015 water facility planning study and implementation. Mr. Hollingshead stated that this study showed that Chubbuck was short on water source supply and distribution. Keller Associates worked with the City to correct this shortage with the implementation and construction of Well #6 water tank and booster station, the rehabilitation of Well #2, inspections and upgrades to water lines, transmission lines, fire flow and fire hydrants throughout the City. Keller Associates also tested Well #1 and found it unrepairable; which created the need for the Hiline Booster Station as an alternate. Mr. Hollingshead stated that these upgrades and improvements will get the City of Chubbuck back into compliance; but as the City grows continual upgrades and infrastructure will be needed. 3- Draft Urban Renewal Eligibility Study. Public Works Director Rodney Burch presented the results from the urban renewal eligibility study. Mr. Burch stated that J Foster and Associates had completed the TIF eligibility studies for property on the west side of I-15 and on the east side of I-15. The studies indicate the properties are eligible to have Urban Renewal Plans created. Mr. Burch stated that these areas may end up with multiple TIF districts on both sides of the freeway. Mr. Burch also stated that the City and the Chubbuck Development Authority's intent should be to expire the plans as soon as the goals & obligations of the plan had been accomplished. The Chubbuck Development Authority had already reviewed the study and had no comments or concerns. 4- Fort Hall Irrigation Canal Access. Public Works Director Rodney Burch presented a draft agreement with Fort Hall Irrigation to use the canal banks for recreational activities. Mr. Burch gave a history and stated that Fort Hall Irrigation has agreed to look at a proposal to use the Hiline canal bank starting from Alameda Rd. and heading north. Mr. Burch stated that the City is working with the Portneuf Greenway and City of Pocatello with this proposal and just wanted to get the Councils thoughts and support before moving forward with a proposal. The Council recommend contacting the City's insurance carrier ICRMP to go over coverages before proceeding. The Council also supported this and asked city staff to continue working with Fort Hall Irrigation, Portneuf Greenway, and City of Pocatello on a proposal. 5- Discussion about Fire Contracts with Power County & North Bannock County. Mayor Kevin England wanted to talk about these fire contracts and asked Fire Chief Merlin Miller to give his thoughts. Mayor England felt like the City cannot maintain its own needs and properly maintain these contracts Chief Miller stated that the biggest problem is maintaining enough staff to function and protect the City as a Fire Department and have all the available staff away from City limits fighting fires. Chief Miller suggested getting rid of these districts/contracts and just becoming a City Fire Department. Chief Miller also stated that it's not a financial decision it's a personnel decision; the dollars aren't worth it if the City is not covering its own needs first.
