CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez INVOCATION: Sherri Matson from The Church of Jesus Christ of Latter -Day Saints. COUNCIL PRESENT: Annette Baumeister, Melanie Evans, and Roger Hernandez STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Planning and Development Director Devin Hillam, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. Mayor England excused Council President Ryan Lewis from the meeting. APPROVAL OF MINUTES: September 19, 2018 Councilmember Baumeister motioned for approval of the minutes as presented. Councilmember Evans seconded motion for approval of the minutes. Roll Call: Evans -yes, Baumeister -yes, Hernandez -yes, motion passed. PUBLIC HEARING: A request to amend the Future Land Use Designations Map of Chubbuck's Comprehensive Plan to change the designation of approximately 150 acres of land to Commercial. The subject property is located within the N 1/2 of section 2, Township 6 South, Range 34 East, of the Boise Meridian. Subject property includes the following Bannock County tax parcels: R3853000504, R3853000506, R3853000507, R3853000508, and R3853000509. The general location is east of Hiline Road, west of Interstate 15, and north of Chubbuck Road. This petition was recommended for approval by the Land Use and Development Commission. Type of Action: Decision Planning and Development Director Devin Hillam represented the applicant. Mr. Hillam stated that this land designation was being requested by Terraventure and is part of the process which satisfies the requirements of the Comprehensive Plan. All of the Terraventure properties will be designated commercial. Mr. Hillam stated that the developer plans to build under the City's Creative Community (CC) zone if adopted. Mayor England opened the public hearing and due to no public comment then closed the hearing. GENERAL BUSINESS: 1. Presentation and Decision on a Funding Request for Aide for Friends. (Council will discuss a funding request from BJ Stensland with Aide for Friends for a new residence). BJ Stensland represented Aide for Friends and stated that Aide for Friends had been chosen to receive $500,000 from Idaho Housing and Finance for a new Facility. Mrs. Stensland also stated that to receive these funds Idaho Housing and Finance is requiring community support by matching these funds dollar for dollar. Aide for Friends had put together a business plan to meet these requirements and had asked multiple Organizations for funds. Aide for Friends requested a one time commitment of $25,000 from the City of Chubbuck to go towards this facility. Councilmember Evans wanted to know what the ongoing costs will be for this facility. 2. Adoption of Resolution 2018-10 to Amend the Future Land Use Designations Map. (Council will discuss amending the comprehensive plan to change the land designation to Commercial). Councilmember Hernandez motioned to adopt Resolution 2018-10. Councilmember Evans seconded motion for adoption. Roll Call: Hernandez -yes, Evans -yes, Baumeister -yes, motion passed. Acceptance of Offer of Dedication for Brookstone Estates Div. 7. (Council will discuss if all city requirements have been inspected and completed). Public Works Director Rodney Burch stated that all city requirements had been inspected and completed and recommend approval. Councilmember Baumeister motioned for acceptance of offer of dedication for Brookstone Estates Div. 7. Councilmember Hernandez seconded motion for acceptance. Roll Call: Evans -yes, Baumeister -yes, Hernandez -yes, motion passed. 4. Approval of Records for Destruction. (Council will discuss the destruction of City records). Councilmember Evans motioned for approval of records for destruction as presented. Councilmember Hernandez seconded motion for destruction. Roll Call: Baumeister -yes, Hernandez -yes, Evans -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for October 3, 2018 as presented to Mayor England and Council. Councilmember Baumeister motioned for approval of the City of Chubbuck Claims. Councilmember Evans seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Baumeister -yes, motion passed.
