COUNCIL STUDY SESSION MINUTES
SEPTEMBER 5, 2018 — 4:00PM
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, Melanie Evans, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Tom Holmes, Public Works
Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, Planning and Development Director Devin Hillam, City Clerk Rich
Morgan, and Deputy Clerk Joey Bowers.
GENERAL BUSINESS:
1- Fiber Network Discussion with EntryPoint.
Planning and Development Director Devin Hillam introduced Robert Peterson from
EntryPoint Networks. Mr. Hillam stated that EntryPoint helped the City of Ammon Idaho
with their fiber network.
Robert Peterson represented EntryPoint Networks and gave a background on his
experience. Mr. Peterson gave a presentation on broadband/Fiber infrastructure and its
importance for cities. Mr. Peterson felt like cities should own and control broadband
infrastructure and should look at it as a utility that a city offers. Mr. Peterson also went
over finance options and suggested to have the property owners signup voluntarily at the
property owners expense.
2- Discussion on the Impact Fee Study.
Public Works Director Rodney Burch presented Megan Weber from Zions Public
Finance. Mr. Burch stated that Ms. Weber had been helping and educating the impact fee
committee as they looked at these fees. Mr. Burch stated that state law requires the
impact fee committee to meet annually to review these fees.
Megan Weber represented Zions Public Finance and gave a presentation on the impact
fee calculations. During her presentation she explained the method used in the calculation
process and the maximum fee from each category that could be charged. The impact fee
analysis covered a Parks and Recreation impact fee, Police and Animal Control impact
Fee, and Emergency Services (Fire and EMS) impact fees. Ms. Weber stated that if the
impact fee committee could not clearly justify an expense it was not used in the
calculations. Ms. Weber also stated that impact fees are used to ensure adequate public
facilities are available to serve new growth; promote orderly growth and development by
establishing uniform standards for a local government to require new growth to pay their
proportionate share of the cost of new public facilities; ensure that new growth and
development pays no more than their proportionate share of the public facilities, and for
the City to continue to provide the current/same level of service.
3- Results of City Walkabout.
Public Works Director Rodney Burch stated that he had his crew walk up and down
every street in the city, and presented the results of that assignment.
