HomeMy WebLinkAbout08 15 2018 CM Study SessionCITY OF CHUBBUCK SPECIAL COUNCIL STUDY SESSION MINUTES AUGUST 15, 2018 — 4:00PM CALL TO ORDER: Mayor England COUNCIL PRESENT: Annette Baumeister, Ryan Lewis, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch, City Attorney Tom Holmes, Planning and Development Director Devin Hillam, Police Chief Bill Guiberson, Fire Chief Merlin Miller, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. GENERAL BUSINESS: 1- Discussion of draft Mixed Use (MU) Zone and Walkable City book. Planning and Development Director Devin Hillam presented a draft for a mixed use zone, and the need for a mixed use zone. Mr. Hillam stated that the intent of the mixed use zone is to further the policies of the comprehensive plan, promote public health, safety, and welfare; create functionally integrated developments that allow for a more efficient and cost effective provision of public services, promote decreased suburban sprawl, under -developed sites, and agricultural land development on the ex -urban fringe; promote increased community interactions through careful site development which emphasizes pedestrian and bicycle modalities; encourage a variety of affordable housing types; establish reasonable design standards for development and redevelopment within the zone in order to ensure that the built environment is sustainable, desirable and stable, that property values are stable and maintained to enhance the image of the City; and allow innovative designs that create visually pleasing and cohesive patterns of development and multi -modal transportation. Councilmember Lewis wondered if a traditional PUD could accomplish the same thing as a mixed use zone. Mr. Hillam stated that he would like the mixed use zone to become the standard for a Greenfield PUD, and the current traditional PUD be used for infill developments. Mr. Hillam also stated that the current PUD doesn't have the design standards that the mixed use zone has. Public Works Director Rodney Burch stated that a traditional PUD is tied/subjected to the subline zone, and surrounding zones. A mixed use zone would not have those same restrictions. City Attorney Tom Holmes felt like this zone gave developers more options, and that the developers could still chose to use the current zones if they preferred. Mr. Hillam stated that any minor changes to a developer's master plan would be approved by the Public Works Director, and major changes would be approved by the City Council. Public Works Director Rodney Burch felt like minor changes would be the technical issues, and major changes would be a change in uses, density, or any other significant changes to the project. The Council was concerned about the minimum lot size, and asked for the Land Use and Development Commission to take a look at the mixed use zone draft, the minimum lot size requirement, and asked for a recommendation. The Council asked landowner/future developer Lyn Yost for his opinion on the mixed use zone. Mr. Yost stated that he was in support of this zone and felt like there was a market for this type of zone. But was a little cautiously optimistic about finding the demographic that this zone would appeal too. ADJOURN: Mayor Kevin England adjourned at 5:19. Kevin En&6 - ayor
