COUNCIL STUDY SESSION MINUTES
JUNE 27, 2018 — 4:30PM
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Clerk
Rich Morgan, and Deputy Clerk Joey Bowers.
GENERAL BUSINESS:
1- Discussion on Strategic Plan Draft.
Planning and Development Director Devin Hillam presented an updated strategic plan.
Mr. Hillam asked the Council to consider four things; are the Performance metrics and
action items reasonable, is there clarity, have a common theme, and what are the next
steps moving forward. Mr. Hillam stated that staff will do a review every couple of years
with community feedback to make sure the vision and goals stay up to date.
Councilmember Evans felt like the action items were too broad, and would like it to
be more specific. Mayor England and Councilmember Baumeister liked having more
flexibility and a review every couple of years.
As part of the strategic plan the Council discussed ordinance enforcement and what
the City could do to help educate residents; and if there was any unenforceable
ordinances that needed to be removed.
2- Update on the Northgate I.C. Project Status and Funding.
Public Works Director Rodney Burch gave an update on the Northgate Interchange
project. Mr. Burch stated that due to construction costs the Idaho Transportation
Department will not have the interchange completed until July 2019. Mr. Burch also gave
an update on the Siphon/ Hiline project and funding.
3- Budget Discussion.
City Clerk Rich Morgan went over the L2 form, and on the L2 form the City has
$101,887 in new construction and an increase of $159,971 available. Mr. Morgan also
stated that there is $249,787 in forgone amount that is still available. Mr. Morgan went
over six scenarios for the Council to consider, three of the options would not increase the
levy, and three options would increase the levy.
