COUNCIL STUDY SESSION MINUTES
AUGUST 1, 2018 — 4:00pM
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch, Police
Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall,
Planning and Development Director Devin Hillam, City Clerk Rich Morgan, and Deputy Clerk
Joey Bowers.
GENERAL BUSINESS:
1- Discussion on Strategic Plan Draft.
Planning and Development Director Devin Hillam presented an updated strategic plan
draft and wanted to move forward with a final draft at the next council meeting. Mr.
Hillam talked about the history, purpose, and administrative implementation of the
strategic plan. Mr. Hillam stated that this plan was created from input from the Mayor,
staff, and the public. Mr. Hillam felt like this document was an operational administrative
document to communicate goals, and actions to the community; to make sure that energy,
and resources are focused, and to provide measurable performance goals. This document
will not replace the City's Comprehensive plan but to help guide everyday administrative
decisions.
Councilmember Lewis wanted something at the beginning stating that this was a
policy document and not a five year legal binding document.
The Council had a few changes that they wanted added or subtracted from the plan.
The Council also asked the department heads if they had any issues with the actions items
listed. All the department heads stated that they did not have any issues with the action
items. The Council wanted public input for the title of this plan.
