HomeMy WebLinkAbout08 01 2018 CMCITY OF CHUBBUCK COUNCIL MEETING MINUTES AUGUST 1, 2018 — 6:00PM CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Hernandez. COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans. STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch, Police Chief Bill Guiberson, Fire Chief Merlin Miller, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. APPROVAL OF MINUTES: July 18, 2018 Councilmember Lewis motioned for approval of the Study Session minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Lewis -yes, Baumeister -yes, Evans -yes, Hernandez -yes, motion passed. PUBLIC HEARING: 1. A Public Hearing to consider the Proposed Budget for fiscal year 2019. City Clerk Rich Morgan went over the public hearing notice, and revenue sources. Mr. Morgan stated that the City will not have an increase in utility rates, but the City of Pocatello will have a fee increase that will increase wastewater fees and connecting fees. The City will also see a fee increase from the Bannock County Landfill. Mayor England opened the public hearing for public comment. Gerald Herter, 5480 Stuart Ave. Mr. Herter wanted to know about funding for the City's facility needs. Mr. Herter stated that he would rather see a gradual increase, than one huge increase. Mayor England closed the public hearing. Mr. Morgan talked about the funding that the City is looking at for funding the City's City Hall, Police Department, and Fire Departments ould have on the levyr. �Mr. Morgan organ went over multiple options and the affect each option stated that city staff recommends taking the available $159,971 and $98,978 of forgone to fully fund the facility needs, so that no bond is needed. Mr. Morgan wanted it known that city staff is not asking for all the available funds, just what they feel like is needed. GENERAL BUSINESS: 1. Acceptance of Offer of Dedication for the Copperfield Landing Div. 5. Public Works Director Rodney Burch stated that all city requirements had been inspected and completed and recommend approval. Councilmember Baumeister motioned for acceptance of offer of dedication for Copperfield Landing Div. 5. Councilmember Evans seconded motion for acceptance. Roll Call: Baumeister -yes, Evans -yes, Hernandez -yes, Lewis -yes, motion passed. 2. Approval of Records for Destruction. Deputy Clerk Joey Bowers presented records that had meet their retention requirements and requested for approval for destruction. Councilmember Evans motioned for approval of records for destruction Councilmember Hernandez seconded motion for approval. Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Baumeister -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for August 1, 2018 as presented to Mayor England and Council. Public Works Director Rodney Burch gave an update on the Siphon/Hiline Rd. extension; and on the Idaho Transportation Department's Northgate I.C. Mr. Burch also gave an update on well #6 construction, and power easement. Councilmember Baumeister motioned for approval of City of Chubbuck Claims. Councilmember Hernandez seconded motion for approval. Roll Call: Hernandez -yes, Lewis -yes, Baumeister -yes, Evans -yes, motion passed. GENERAL ANNOUNCEMENTS: Chubbuck Day August 11, 2018.
