HomeMy WebLinkAbout07 18 2018 CM Study SessionCITY OF CHUBBUCK SPECIAL COUNCIL STUDY SESSION MINUTES JULY 18, 2018. — 5:OOPM CALL TO ORDER: Mayor England COUNCIL PRESENT: Roger Hernandez, Melanie Evans, Annette Baumeister and Ryan Lewis. STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch, Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall and City Clerk Rich Morgan. GENERAL BUSINESS: Public Works Director Rodney Burch led the discussion and explained to the Council the decision process City Staff had used to prioritize the capital needs of the City. Once the needs were identified by City Staff, funding options were discussed. Mr. Burch presented the three options that were discussed and are available. Finally Mr. Burch explained that City Staff had decided that the best option would be to build a new city hall and remodel the existing city hall building into the police headquarters. City Staff prefers that funding come from both the general fund and enterprise funds. The council was given the cost and presented 8 different opportunities for funding which would include some combination of the current general funds foregone amount, a 3% increase in the general funds budget, utilizing an administration fee charged to the Chubbuck Development Authority and several adjustments to current department budgets. ADJOURN: at 6pm the Mayor adjourned the meeting.
