COUNCIL STUDY SESSION MINUTES
JUNE 6, 2018 — 4:00PM
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Annette Baumeister, and Ryan Lewis.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, Nelli Simmons, Ron Osborn, Fire Chief Merlin Miller, Scott Gummersall, Bill
Guinn, Bridger Morrison, Cheri Johnson, City Clerk Rich Morgan, and Deputy Clerk Joey
Bowers.
GENERAL BUSINESS:
1- Parks Master Plan Update.
Public Works Director Rodney Burch introduced Bill Jackson, Nelli Simmons, Ron
Osborn, Bill Guinn, Cheri Johnson, and Mayor Kevin England as the parks master plan
committee.
Bill Jackson from Jackson Land Design and Landscape Architects presented a parks
master plan, and why it is important to have a master plan. Mr. Jackson also introduced
three future park designs.
The Council thanked Mr. Jackson and the committee members for their hard work.
2- Impact Fee Update.
Public Works Director Rodney Burch presented Dan Heiner, Brandon Jackson, Bryce
Bybee, Doug Briscoe, Jason Mendenhall, Jason Dixon, Matt Millis, and Nelli Simmons
as members of the impact fee advisory committee. Mr. Burch stated that the committee
has had several meetings and will be ready to present to the Council in the next couple of
months.
3- 10 Steps for a Walkable Community.
Planning and Development Director Devin Hillam presented Walkable City by Jeff
Speck, and challenged the Council to read it over the next month for a future
presentation.
