HomeMy WebLinkAbout004.10.18 City of Chubbuck Land Use and Development Commission Meeting Minutes April 10, 2018, 2018- 7:00 pm Minutes of the Land Use and Development Commission regular meeting held at Chubbuck City Hall, 5160 Yellowstone, on April 10, 2018. Chairman Jason Mendenhall: Commission Members: Mike Schwartz, Dan Stoddard,Jay Buttars, Brady Smith, Thais Ayre, Brandon Jackson, Carrie Holm, and TJ Budge. Planning and Development Director: Devin Hillam, City Planner: Paul Andrus. City Attorney: Tom Holmes, Office Administrator: Ranelle Simmons Chairman Mendenhall called the meeting to order at 7:00 pm. Mendenhall asked if any commissioners had a conflict of interest within the items before the board tonight. No conflict. Mendenhall led the commission in the Pledge of Allegiance. APPROVAL OF THE MINUTES: Mendenhall entertained a motion to approve the minutes as emailed. Stoddard moved the minutes of March 13, 2018 meeting be approved as emailed; Holm seconded. The full authority approved. PUBLIC HEARING 1. Applicant, City of Chubbuck, proposes an amendment of the City of Chubbuck's Comprehensive Plan's Functional Class Road System Map. Changes include but are not limited to: adding a note that Tyhee and Siphon Roads, east of Rio Vista Road, and Rio Vista Road are intended to be 120 foot rights-of-way; and adjusting the location of several collectors, minor arterials, and principal arterials within the City of Chubbuck and its area of city impact. Devin Hillam, Planning and Development Director was present to review the maps that are included in the application. City is proposing an amendment that has numerous changes. The areas that Hillam discussed were: 1. Siphon, Rio Vista and Tyhee Roads are intended to be 120' right-of-way • With the Northgate interchange a 120' right-of-way is planned 2. Between Hiline Road and 1-15 • New Northgate Parkway alignment • Tyhee realignment • Removal of some reflectors • Adjust minor arterial between Siphon and Tyhee Roads 3. Between Yellowstone Avenue and Hiline Road • Removing and east-west collector and portion of east-west minor arterial between Siphon and Tyhee Roads • Continue Industry Way as a collector J:\Planning\LUDO\LAND USE SECRETARY\Minutes\Minutes 2018\004.10.18.docx 1 • Adding a portion of Evans Lane • Remove frontage road between Yellowstone Avenue and Hiline Road 4. Between Hawthorne Road and Yellowstone Avenue • Extending east-west collector at Lariat Lane to Eve Street • Adding portions to Afton Road • Removal of some collectors between Chubbuck Road and 1-86 Budge ask for clarification on what the practical effect is of this road map. Hillam explained this map guides how development needs to occur as plat applications are submitted. As a property owner if I own property that shows these roads coming through it, it is my responsibility to make sure the road is put in. Mendenhall opened the public hearing. Dave Lemmon 13171 West Siphon Road. When he was growing up the area use to be grassy and gravel where cows were herded. Quite the change. Mendenhall closed the public hearing bringing the meeting back to the commission, reminding commission that this is a recommendation to City Council. Smith likes the map and there is a need from a design stand point.This is not a design replication but it gets the conversation started. Holm asked about Ellis Elementary. Hillam explain the right-of-way will push south and will consume the properties that are north of Ellis Elementary. Buttars likes this idea of having a walk way space and planning ahead for it. Mendenhall entertained a motion. Smith moved to recommend approval to City Council for the amendment to the City of Chubbuck's Comprehensive Plan Functional Class Road System Map as shown in exhibit A. Seconded by Schwartz. Roll Call Vote:Jay Buttars, yes; Brady Smith, yes; Brandon Jackson, yes; Thais Ayre, yes; Carrie Holm, yes;TJ Budge, yes; Mike Schwartz, yes; Dan Stoddard, yes;Jason Mendenhall, yes. Mendenhall welcomed TJ Budge to the board of commissioners. Mendenhall entertained a motion to adjourn; Buttars moved to adjourn. Schwartz seconded.
