SPECIAL COUNCIL STUDY SESSION MINUTES

COUNCIL MEMBERS PRESENT: Melanie Evans, Roger Hernandez, and Ryan Lewis,
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, City Engineer
Bridger Morrison, and Deputy Clerk Joey Bowers.
GENERAL BUSINESS:
10.00 AM Daybreak (South Jordan, U1) Tour The Council will meet at 11274 Kestrel Rd, South Jordan,
UT (The Break Sports Grill) to tour the Daybreak master planned community to review community and
architectural planning and design principles used throughout the community. The Council will visit the
development and surrounding developments by car, foot, and bicycle. The purpose of the visit is to consider
principles which could be applied to developments in the City of Chubbuck,• the Council may discuss staff's
drafted Mixed Use zone during the visit.
Public Works Director Rodney Burch and the Planning and Development Director Devin
Hillam took the Council on a tour of the Daybreak Development. The Council looked at
distances from the front of the houses to the streets, designs of corner lots, densities, street
widths, mixed uses (residential w/ commercial, single-family with multi -family), pedestrian
designs and bike/walk connectivity, garage orientations, ground level designs, lighting,
landscaping, parking layouts, home owners associations, and open space connectivity.
1 PM Lunch and Tour of South Jordan Town Center (U7): The Council will eat at Cafe Rio Mexican Grill
located a 1664 Towne Centre Dr. #1, South Jordan, UT and afterwards, do a walking tour of the South
Jordan Town Center to consider planning and design elements utilized within the development as they relate
to an urban center.
The Council toured the South Jordan City Hall and City Center.
2.30 PM. Provo Recreation Center (Provo, UT) Tour: The Council will tour the Provo Recreation center
located at 320 West 500 North, Provo, UT. The purpose of the visit is to consider what features or designs
may apply to a recreation center in the City of Chubbuck as part of the Council's continued feasibility study.
VCBO Architecture representatives Whitney Ward, and Brent Tippets, and the Provo
Recreation Center Manager Bryce Merrill took the Council on a tour of the facility. Mr. Merrill
answered the Councils questions about membership fees, impact on private gyms, maintenance
costs, staffing, program management, and child care. Mr. Merrill also stated that the Provo
recreation center services a population of 130,000.
3 PM. Clyde Recreation Center (Springville, UT) Tour. The Council will tour the Clyde Recreation center
located at 777 South 7200 West, Springville, UT. The purpose of the visit is to consider what features or
designs may apply to a recreation center in the City of Chubbuck as part of the Council's continued
feasibility study.
VCBO Architecture representatives Whitney Ward, and Brent Tippets took the Council on a
tour of the new facility. Mr. Tippets answered the Councils questions about building costs, and
maintenance costs between the Springville and Provo recreation centers. Mr. Tippets stated that
the Springville recreation center will service a population of 35,000.
