Minutes of the Chubbuck Development Authority meeting held at Chubbuck City Hall Council
Chambers, 5160 Yellowstone on April 24, 2018 at 5:30 pm.
Chairman Dan Heiner. Commission Members: Mecinna Price, Rick Keller, Steve Brown, Tom
Nield. Executive Director; Rodney Burch. Attorney; Tom Holmes. Office Administrator; Ranelle
Simmons.
Chairman Heiner called the meeting to order at 5:38 pm.
APPROVAL OF MINUTES: for March 27, 2018
Heiner entertained a motion to approve the minutes as mailed. Nield moved the minutes of
March 27, 2018 be approved as mailed; Keller seconded. All voted to approve.
GENERAL BUSINESS
1. Construction Project Update
Country Acres Project is moving forward benefitting from the mild weather. Curb and gutter on
the second phase will be in a week or so. Project is going very smoothly. Good set of plans by
the City Engineering Department, patient residents and an organized contactor, Knife River. No
change orders at this point.
Bids opened on the Northgate Project today. City anticipated a 4 to 5 million dollar bid but it
came in at 3.6 million dollars. This project includes from the interchange bridge itself, which is
being built by ITD, down thru the Hiline Road intersection that will be a signalized intersection.
Hiline Road itself will be constructed to the south to Nathan Street and to the north approx.
1,000 square feet. Siphon Road will be constructed west to about Whitaker Road.
The staking and markings on Siphon Road between Whitaker Road and Hiline Road are by the
power company for relocation of poles.
2. Review claims paid
Country Acres pay App #5 for$178,762.93.
3. Public Comment—CDA Annual Report and Plan
Burch informed commissioners that this is the same plan presented in January. State law
requires public comments be allowed at this meeting.
Heiner asked for public comment on the CDA Annual Report and Plan.

Niki Taysom, 4963 Yellowstone Avenue Chubbuck, ID 83202 is opposed to the Chubbuck
Development Authority. Opposed to the Northgate Interchange project. No plans to make East
Chubbuck Road over the interstate more manageable. There are residential homes planned on
Chubbuck Road. Opposed to TIF Districts and have heard another one is coming.
Burch addresses the comments. ITD is redesigning the flying Y including 1-86 and 1-15 with a 55
million dollar programmed project. In this project is the plan to replace the East Chubbuck Road
overpass to accommodate more traffic, bicycles and pedestrians. There is a plat in front of
Pocatello that does show residential homes exiting onto East Chubbuck Road.
4. Combines with City Council —Zions Public Finance
CDA board members and City Council will hold a joint meeting to discuss the Agreement for
Municipal Advisory Services with Zions Public Finance. Joey Bowers, Deputy Clerk will take the
minutes for this item on the Council and CDA agendas.
Heiner recessed the meeting at 5:50 pm.
