COUNCIL MEETING MINUTES
MAY 2, 2018 — 6:00PM
CALL TO ORDER: Mayor England

INVOCATION: Mike Hymas
COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, City Planner Paul Andrus, Human Resource Director Scott Gummersall, Fire Chief
Merlin Miller, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers.
APPROVAL OF MINUTES: April 18, 2018 and April 24, 2018
Councilmember Lewis motioned for approval of the minutes
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Hernandez -yes, Lewis -yes, Evans -yes, Baumeister -yes, motion passed.
PROCLAMATIONS:
1. Bike to Work Month.
Mayor England read aloud a proclamation and then presented a copy to Dez Ruiz.
GENERAL BUSINESS:
1. Approval of Joint Powers Agreement for Bannock Planning Organization.
Planning Director Mori Byington presented the changes to the Bannock Planning
Organization agreement, and stated that the biggest change was the membership fees.
Public Works Director Rodney Burch stated that the City uses this organization for
planning, vision, transportation, and is a great tool for the City of Chubbuck. Mayor
England recommend approval.
Councilmember Baumeister motioned for approval of the joint powers agreement for the
Bannock Planning Organization.
Councilmember Lewis seconded motion for approval.
Roll Call: Lewis -yes, Evans -yes, Baumeister -yes, Hernandez -yes, motion passed.
2. Approval of the Grove Yd Addition Final Plat.
Stuart Ward from Dioptra represented the applicant. Mr. Ward presented the 3rd and
final phase of the grove subdivision. Mr. Ward stated that there was no changes to the
preliminary and final plats.
City Planner Paul Andrus stated that this application meets the standards in 16, 17,
and 18 with the following exceptions; the waiver on lots 17, and 20, and approval of
construction plans by staff.
Councilmember Baumeister motioned for approval of the Grove subdivision 3d addition final
plat as presented, including the waiver for the depth to width ratio on lots 17 and 20, and
approval of construction plans by staff.
Councilmember Evans seconded motion for approval.
Roll Call: Baumeister -yes, Hernandez -yes, Lewis -yes, Evans -yes, motion passed
3. Resolution 2018-05 Records Retention and Classification.
Deputy Clerk Joey Bowers presented a resolution for record retention and
classification. Mr. Bowers stated that this would allow the City to only maintain
historical documents in paper/original form and all other records digitally.
Councilmember Lewis wanted to know if the record retention schedule met Idaho
Code. City Attorney Tom Holmes stated that it did meet Idaho code.
Councilmember Evans motioned for adoption of resolution 2018-05.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Evans -yes, Baumeister -yes, Hernandez -yes, Lewis -yes, motion passed.
4. Resolution 2018-06 Record Custodians.
Deputy Clerk Joey Bowers presented a resolution to provide a definition of City
record custodians and public record request alternates. Mr. Bowers stated that this would
appoint the office administrators for the Public Works, Fire, and Police departments as
record custodians and record request alternates.
Councilmember Evans motioned for adoption of resolution 2018-06.
Councilmember Baumeister seconded motion for adoption.
Roll Call: Hernandez -yes, Lewis -yes, Evans -yes, Baumeister -yes, motion passed.
5. Approval of Items for Auction.
Councilmember Evans motioned for approval of items for auction.
Councilmember Hernandez seconded motion for approval.
Roll Call: Lewis -yes, Evans -yes, Baumeister -yes, Hernandez -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for May 2, 2018 as presented to Mayor England and
Council.
Councilmember Baumeister motioned for approval of City of Chubbuck Claims.
Councilmember Evans seconded motion for approval.
Roll Call: Baumeister -yes, Hernandez -yes, Lewis -yes, Evans -yes, motion passed.
2. Chubbuck Development Authority claims for May 2, 2018 as presented to Mayor
England and Council
Councilmember Baumeister motioned for approval of Chubbuck Development Claims.
Councilmember Evans seconded motion for approval.
Roll Call: Baumeister -yes, Hernandez -yes, Lewis -yes, Evans -yes, motion passed.
Mayor England called for a motion to adjourn.
Councilmember Evans motioned to adjourn.
Councilmember Hernandez seconded motion to adjourn.
