COUNCIL STUDY SESSION MINUTES
MAY 2, 2018 — 4:00pm
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Annette Baumeister, Ryan Lewis, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, City Planner Paul Andrus, Human Resource Director Scott Gummersall, Fire Chief
Merlin Miller, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers.
GENERAL BUSINESS:
1. Presentation from VCBO on Rec. Center Program Summary Options.
Whitney Ward from VCBO Architecture presented the results from a public open
house and a feasibility survey. Ms. Ward also presented some different concept options
and the costs associated with those options. Ms. Ward discussed the different steps that it
would take to move forward.
The Council asked VCBO to look at administrative and operational costs, also to look
at an option for the community's current needs, but with the ability to expand as needed.
Councilmember Evans asked the Council to start thinking about potential site locations.
2. Discussion on the Comprehensive Plan's Functional Class Road System Map.
Planning and Development Director Devin Hillam stated that there would be a public
hearing on May 16, 2018 and wanted to know if the Council had any questions.
Councilmember Lewis wanted to know how this would affect the houses that exist in
these areas. Mr. Hillam stated that the 120ft right of way would only take affect with
future redevelopment.
3. Discussion on Zoning Changes.
Planning and Zoning Director Devin Hillam presented a concept change to the City's
PUD zoning requirements. Mr. Hillam stated that this new zoning requirement would
include providing developers (community builders) flexibility and opportunities to create
more innovative products than are traditionally found in standard developments. As
projects demonstrate their ability to further the purpose and intent of the zone; the
purpose and intent of the zone is to provide for mixed use and higher density than
traditional development, promote health, safety, and welfare, decrease sprawl and
underdeveloped sites, promote better community and public spaces, promote diverse
housing within the City, and create higher quality developments. This will include a
guided flexibility; City staff, City leaders, and developers working together to create
development products. Establishing a minimum and maximum gross density in terms of
dwelling units per acre, establish a maximum density in any one area, no minimum lot
sizes or lot width -depth ratios, require that garages be subservient to residences through
setback garages or rear -loaded garages. Require designing for pedestrian and bike
experience first, rather than for automobile, connected pathways and trails, lighting,
architectural treatments, encourage narrower streets and enhanced sidewalk street
crossing, require designs such that developments and structures don't appear cookie
cutter, require an active HOA to maintain common areas/improvements; and contain a
architectural control review committee to ensure that the development follow the
approved theme. Require significant functionally connected and usable open space, and
require building placement to "hide" large parking lots from major roads, and a twostep
approval process for zone establishment.
Councilmember Lewis was concerned that if the City just creates flexibility that
developers will continue to build to minimum standards instead of the higher standards.
Councilmember Lewis wanted there to be required minimum standards incorporated.
Public Works Director Rodney Burch stated that this change would be just for PUDs
and would have an incentive base to guarantee the final product.
4. Discussion on Facility Needs Assessment.
Public Works Director Rodney Burch presented a City facility needs assessment.
This needs assessment looked at the City's current facility and the growth in population
and staff. Mr. Burch presented a facility priority list and estimated future costs, this list
came from the Mayor and Department Heads working together.
The Council asked staff to look at the best option and most cost efficient for the next
20 plus years, and not just a short term temporary fix.
5. Discussion on a May 23, 2018 Field Trip.
The Council discussed taking a field trip to tour Daybreak (South Jordan, UT) and the
Clyde Recreation Center (Springville, UT) on May 23, 2018.
6. Discussion on a Northgate Kickoff Celebration.
The Council discussed having a kickoff celebration on the Chubbuck side of the
Northgate construction.
