COUNCIL MEETING MINUTES
APRIL 18, 2018 — 6:00PM
CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Girl Scout Troop 46
COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Annette Baumeister, and Ryan Lewis.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers.
APPROVAL OF MINUTES: April 3, 2018
Councilmember Lewis motioned for approval of the Study Session and Council Meeting minutes
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Evans -yes, Lewis -yes, Baumeister -yes, Hernandez -yes, motion passed.
GENERAL BUSINESS:
1. Resolution 2018-04 to Place a Moratorium on Industrial Uses.
Mayor England presented that staff is ready to make the necessary zone changes
during the 182 days for this area, and felt like this was the appropriate way to move
forward.
Councilmember Evans asked if this was just for Industrial Uses. Councilmember
Baumeister asked if this was for Industrial Use throughout the whole City or just this area
of impact.
Councilmember Lewis asked the Public Works Director Rodney Burch to explain how
this moratorium is necessary for the protection of public health, safety, and welfare.
Public Works Director Rodney Burch stated that this moratorium is to limit the
development of Industrial zones and conditional industrial uses in a commercial (C-2)
zone, in this area of impact. It will not affect any other areas of the City. Mr. Burch also
stated that this is to improve the economic and financial welfare of the City as a whole.
Councilmember Lewis also felt like this was necessary for the protection of health issues
that some industrial uses can bring into a City.
Councilmember Baumeister motioned for adoption of Resolution 2018-04.
Councilmember Evans seconded motion for adoption.
Roll Call: Lewis -yes, Baumeister -yes, Hernandez -yes, Evans -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for April 18, 2018 as presented to Mayor England and
Council.
Councilmember Evans motioned for approval of City of Chubbuck Claims.
Councilmember Hernandez seconded motion for approval.
Roll Call: Baumeister -yes, Hernandez -yes, Evans -yes, Lewis -yes, motion passed.
2. Chubbuck Development Authority claims for April 18, 2018 as presented to Mayor
England and Council
Councilmember Evans motioned for approval of Chubbuck Development Claims.
Councilmember Hernandez seconded motion for approval.
Roll Call: Baumeister -yes, Hernandez -yes, Evans -yes, Lewis -yes, motion passed.
