Minutes of the Chubbuck Development Authority meeting held at Chubbuck City Hall Council
Chambers, 5160 Yellowstone on March 27, 2018 at 5:30 pm.
Chairman Dan Heiner. Commission Members: Mecinna Price, Rick Keller, Steve Brown, Deloy
Stuart, Tom Nield, Annette Baumeister. Executive Director; Rodney Burch. Planning and
Development Director; Devin Hillam. Attorney; Tom Holmes. Office Administrator; Ranelle
Simmons.
Chairman Heiner called the meeting to order at 5:38 pm.
APPROVAL OF MINUTES: for February 27, 2018
Heiner entertained a motion to approve the minutes as mailed. Stuart moved the minutes of
February 27, 2018, be approved as mailed; Price seconded. All voted to approve.
GENERAL BUSINESS
1. TIF Eligibility Study
Burch stated at the last meeting Hillam talked about how the Eligibility Study is the first step to
establishing a TIF District. It will need to have the 12 components of Idaho code which is what it
will be measured against. The request before CDA tonight is funding to facilitate the Feasibility
Study. Pocatello just completed the study for the east side of 1-15. The fees for that study were
$9,000 along with legal fees. The request tonight is $15,000. Keller mentioned that this area is
outside the city limits. Burch confirmed that annexation should be a part of this process but
there is a "Transfer Power Agreement' that can be with the county. Agreements with the land
owners state if you want to be part of the TIF District you need to annex into the City. Study is
approx. a 2 month process. Heiner entertained a motion. Keller made the motion, second by
Brown. All voted in favor.
2. Construction Project Update
Burch shared pictures of the Hiline canal crossing project. City Council funded just under
$500,000 to construct the crossing that is 99% complete. This portion of the project is not CDA
funded because it is outside of the TIF District.
CDA is funding Country Acres Street Project which has started again with milling. All
underground storm water is complete because of the mild winter.

Industry Southside Way reconstruction is ready for bid. City staff may do the project rather than
contractors which would be a savings for CDA and potential benefit to the City. It is a roadway
replacement project.
Hawthorne Road from the canal crossing on James Avenue to Siphon Road may be delayed until
next fiscal year. This project is in conjunction with a water line construction on that segment of
roadway that probably won't happen this year. Timing and priority issues have the possibility of
delay.
The project happening now on Hawthorne Road and James Avenue is boring a water line in the
canal. Hawthorne Road is now back open.
Hawthorne Road will be widened with curb and gutter on the west side of the road tying those
neighborhoods together but Burch would need to check if the road will be wide enough for a
turn lane.
3. Review claims paid
No claims were paid in the last month.
4. Motion to enter into an Executive Session in accordance with Idaho Code 74-206 (1)(c):
"To acquire an interest in real property which is not owned by a public agency."
Baumeister made the motion to enter into Executive Session in accordance with Idaho Code 74-
206 (1)(c): "To acquire an interest in real property which is not owned by a public agency." Nield
seconded. All voted in favor.
