COUNCIL STUDY SESSION MINUTES
APRIL 3, 2018 — 4:00PM
CALL TO ORDER: Mayor England
COUNCIL PRESENT: Ryan Lewis, Melanie Evans, Roger Hernandez, and Annette Baumeister.
STAFF MEMBERS PRESENT: Mayor Kevin England, Public Works Director Rodney Burch,
Planning and Development Director Devin Hillam, City Attorney Tom Holmes, Police Chief Bill
Guiberson, Human Resource Director Scott Gummersall, Fire Chief Merlin Miller, City Clerk
Rich Morgan, and Deputy Clerk Joey Bowers.
GENERAL BUSINESS:
1. Report on Priorities Meeting/Budget Request.
Mayor Kevin England presented an update on the meetings that the Mayor and City
Department Heads have been having to discover the priorities of the City and how to
move forward. Mayor England presented that the priorities most needed are; the police
department needs 2 additional police officers and vehicles, the fire department needs 3
full time firemen, and a pumper truck, and the public works department needs 4 full time
employees to meet the City's growing needs. Mayor England and the Department Heads
presented how they could allocate already budgeted monies and a minimal effect on the
general fund to fund these needed positions and equipment.
The Council thanked the department heads for their efficiency and looking at the
different departments to pay for these needs internally. The City will move forward with
these identified needs.
2. Discussion to Place a Moratorium on Industrial Uses.
The Council felt like that a moratorium would be the appropriate direction, to give city
staff 182 days to make the appropriate zone changes. The Council will make this
decision in the April 18, 2018 Council Meeting.
3. Discussion on the Tell A Doc Program.
Human Resource Director Scott Gummersall presented information on the City's tell a
doc program. Mr. Gummersall stated that this program costs the City about $7000 a year,
and presented a similar program that is included with the City's Regence program at no
additional costs. Mr. Gummersall recommended dropping the tell a doc program and just
go with the Regence program.
The Council agreed with Mr. Gummersall decision to drop the tell a doc program and
go with the Regence program.
4. Discussion on Resident Only Parking Permit Areas.
Mayor Kevin England wanted to get the Councils input on removing the City's
Ordinance about resident only parking permit areas. Mayor England felt like with the
improvements around Cotant Park that there was no need for these parking permits, and
stated that he has had more complaints about having the Ordinance than not.
Police Chief Bill Guiberson stated that most of these tickets are placed by complaints
because the parking issues are mostly on the weekends, and if an Officer tickets a vehicle
in the morning the vehicle stays there all day because it already has a ticket. Chief
Guiberson felt like with the improvements around Cotant Park and the removal of
mailboxes that there is no need to have this Ordinance, but recommended to remove the
signs and see how it plays out this year before completely removing the Ordinance.
The Council left the decision up to the Mayor, and Mayor England decided to remove
the signs and follow Chief Guiberson's recommendation to wait until next year to decide
to remove the Ordinance.
