HomeMy WebLinkAbout02 07 2018 CM Study SessionCITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES FEBRUARY 7, 2018 — 4:OOPM CALL TO ORDER: Mayor England COUNCIL PRESENT: Ryan Lewis, Melanie Evans, Roger Hernandez, and Annette Baumeister STAFF MEMBERS PRESENT: Mayor Kevin England, Human Resource Director Scott Gummersall, Public Works Director Rodney Burch, Planning and Zoning Director Devin Hillam, City Engineer Bridger Morrison, City Attorney Tom Holmes, Fire Chief Merlin Miller, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on Adopting Chapter 2.10 —Appointed Officers. Mayor Kevin England presented an Ordinance to list which positions would be appointed in the City of Chubbuck. Mayor England stated that he has worked with City Attorney Tom Holmes on these, and these are the positions that he recommended. Councilmember Lewis wanted to know how this list was created and if there was any other positions that should be added to this ordinance. Human Resource Director Scott Gummersall stated that this ordinance would allow the Councils input and control over these individuals who hold these position, and when and why these individuals will be removed from these positions. 2. Downtown Sub -Area Planning Discussion. Public Works Director Rodney Burch presented Chief Executive Officer Kent Orem and Facilities Manager Brandon Jackson from Idaho Central Credit Union, and Bill Jackson from Jackson Land Design. Mr. Burch stated that City staff has been working with Idaho Central Credit Union and Jackson Land Design and are present to answer any questions that the Council might have for them. Mr. Burch presented a strategic framework for the City of Chubbuck's future. Mr. Burch asked the Council where they would consider Chubbuck's downtown to be located. He then presented an area of great potential to create the City's downtown, and the obstacles standing in the way of making this possible for the City. Mr. Burch stated that while talking with Idaho Central Credit Union and the investment that they have made to this community, city staff discovered that ICCU's biggest issue is to recruit employees to their Chubbuck offices. Mr. Burch compared Chubbuck to the City of Ogden Utah, and the changes that Ogden made to change its future and the quality of life for its residents. Planning and Zoning Director Devin Hillam presented some preliminary results from the City's strategic plan survey and an internal survey for Idaho Central Credit Union employees. Mr. Hillam stated that ICCU's issue and the results from these two surveys show that the City of Chubbuck has to create a better quality of life for its residents if it wants to continue to grow and prosper. Mr. Hillam presented the changes from the old economy vs. the new economy structure and what millennials look for in their job market and where they want to live. Mr. Hillam stated that if the City wants to improve the quality of life in the City of Chubbuck, then it needs to create a smart growth principle for the City. Mr. Burch and Mr. Hillam presented a conceptual plan to create a downtown area for the City of Chubbuck. This conceptual plan would create 550,000 square feet of commercial space and a downtown that would create the quality of life needed for the current and future residents of the City of Chubbuck. Mr. Burch stated to accomplish this vision it would take three legs of planning success; great elected leadership, support from city staff, and residents input. The Council wanted to move forward and work with city staff, residents, and private - public partnerships to make this vision a reality for the City of Chubbuck.
