INVOCATION: Dennis Hobbs. COUNCIL PRESENT: Ryan Lewis, Melanie Evans, Roger Hernandez, and Annette Baumeister. STAFF MEMBERS PRESENT: Mayor Kevin England, Human Resource Director Scott Gummersall, Public Works Director Rodney Burch, Planning and Zoning Director Devin Hillam, City Attorney Tom Holmes, Fire Chief Merlin Miller, Police Chief Bill Guiberson, City Planner Paul Andrus, City Clerk Rich Morgan, and Deputy Clerk Joey Bowers. APPROVAL OF MINUTES: January 17, 2018. Councilmember Lewis motioned for approval of the Study Session and Council meeting. Minutes, with the approved correction to the Council Study Session minutes. Councilmember Evans seconded motion for approval of minutes with correction. Roll Call: Evans -yes, Hernandez -yes, Lewis -yes, Baumeister -yes, motion passed. GENERAL BUSINESS: 1. Approval of Selder Meadows Apt. Final PUD Plan. Brady Smith from Rocky Mountain Engineering, presented the updated final plan and the main changes. Mr. Smith stated that the main changes included adding ADA compliant facilities, ston-n water collection will be on the north side and the playground will be on the south side, and the sewer will now connect at the back of the property and not off of Hawthorne Rd. City Planner Paul Andrus stated that applicant has meet all the City Codes, Councils requirements, and that city staff recommends approval. Councilmember Evans motioned for approval of Selder Meadows Apt. final PUD plan. Councilmember Baumeister seconded motion for approval. Roll Call: Hernandez -yes, Lewis -yes, Baumeister -yes, Evans -yes, motion passed. 2. Approval of Selder Meadows Apt. Final PUD Plat. City Planner Paul Andrus stated that city staff recommends approval. Councilmernber Baumeister motioned for approval of Selder Meadows Apt. final PUD plat condition on approval of construction plans. Councilmember Evans seconded motion for approval. Roll Call: Lewis -yes, Baumeister -yes, Evans -yes, Hernandez -yes, motion passed. 3. Approval to Appoint Commissioner Steve Brown to the CDA Board. Mayor Kevin England presented Commissioner Steve Brown to replace and fill the remainder of Evan Frasure's CDA Board term. Councilmember Lewis motioned to appoint Commissioner Steve Brown to fill the remaining term of Evan Frasure on the CDA board. Councilmember Baumeister seconded motion for approval. Roll Call: Baumeister -yes, Evans -yes, Hemandez-yes, Lewis -yes, motion passed. 4. Approval of Bannock Area Drug Group Enforcement Squad Agreement. Police Chief Bill Guiberson presented a drug enforcement agreement between Bannock County Sheriffs, Bannock County Prosecutors, United States Attorney, City of Pocatello, City of Chubbuck, Idaho State Police, Drug Enforcement Administration, and Federal Bureau of Investigation to reduce illegal drug trafficking in Bannock County. Chief Guiberson stated that this was something that they had already been doing and recommend approval. Councilmember Lewis motioned to approve the Bannock Area Drug Group Enforcement Squad Agreement. Councilmember Hernandez seconded motion for approval. Roll Call: Evans -yes, Baumeister -yes, Lewis -yes, Hemandez-yes, motion passed. 5. Acceptance of Chubbuck Development Authority FYI 7 Annual Report. Chubbuck Development Authority Executive Director Rodney Burch presented the FY2017 annual report. Mr. Burch stated that the CDA had approved this report on January 23, 2018 and recommended approval. During his presentation Mr. Burch talked about the North West Sewer Interceptor Project, Allstate Insurance, Stuart Addition Roadway Project was completed, Stuart Park reconstruction was completed, Country Acres Roadway has started and construction will finish in 2018, Dark Fiber is 98% finished — they are waiting to install after Siphon Road is completed, Irrigation on Whitaker Road, Professional services for engineering on Siphon Road, Professional services for Hawthorne Road, No activity or expenditures with Pine Ridge mall in 2017, Patriot Square reimbursement will be in FYI 8, and FYI 8 thru FY22 proposed revenue, Debt, and expenditures were reviewed. Burch informed the Council of the projects that have been added, rescheduled, and removed from the CDA's schedule. Councilmember Lewis motioned for approval of the Chubbuck Development Authority FY2017 annual report. Councilmember Hernandez seconded motion for approval. Roll Call: Hemandez-yes, Lewis -yes, Evans -yes, Baumeister -yes, motion passed. 6. Ordinance 772 Adopting Chapter 2.10 —Appointed Officers. Mayor England presented Ordinance 772 to make the City Clerk, Treasurer, Attorney, Police Chief, Fire Chief, and Public Works Director as appointed positions. Councilmember Lewis motioned for the waiver of three readings, Including the reading of one time in full. Councilmember Evans seconded motion for waiver. Roll call: Hernandez -yes, Evans -yes, Baumeister -yes, Lewis -yes, motion passed. Councilmember Lewis motioned for approval of Ordinance 772 adopting chapter 2. 10 For the appointing of City Officers as presented. Councilmember Evans seconded motion for approval. Roll Call: Lewis -yes, Evans -yes, Baumeister -yes, Hemandez-yes, motion passed. 7. Resolution 2018-03 Sanitation Collection Rates. Deputy Clerk Joey Bowers presented a resolution to correct the current sanitation collection rates resolution to include recycling fees, and sales tax. Councilmember Lewis stated that the recycling fee is not a revenue generating fee, but a shared fee between the residents and the City to offer that service in the City. Councilmember Lewis motioned to adopt resolution 2018-03 Sanitation Collection Rates. Councilmember Baumeister seconded motion for approval. Roll Call: Baumeister -yes, Hernandez -yes, Lewis -yes, Evans -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for February 7, 2018 as presented to Mayor England and Council. Public Works Director Rodney Burch presented a construction update on well #6. Mr. Burch stated that this well is the first of its kind in the State of Idaho. Councilmember Baumeister motioned to approve City of Chubbuck claims. Councilmernber Hernandez seconded motion for approval. Roll Call: Evans -yes, Baumeister -yes, Lewis -yes, Hernandez -yes, motion passed. 2. Chubbuck Development Authority claims for February 7, 2018 as presented to Mayor England and Council. Councilmember Baumeister motioned for approval of Chubbuck Development Claims. Councilmernber Hernandez seconded motion for approval.
