Chairman Dan Heiner. Commission Members: Rick Keller, Evan Frasure, Deloy Stuart, Tom Nield. Executive Director: Rodney Burch. Planning and Development Director: Devin Hillam. Clerk: Richard Morgan. Attorney: Tom Holmes. Office Administrator: Ranelle Simmons. Chairman Heiner called the meeting to order at 5:30 pm. APPROVAL OF MINUTES: for July 25, 2017 Heiner entertained a motion to approve the minutes as mailed. Keller moved the minutes of July 25, 2017, be approved as presented; Nield seconded. All voted to approve. Heiner entertained a motion to approve tonight's agenda. Nield made a motion to accept tonight's agenda. Keller second. All voted in favor. 1) Economic Development Partnerships — inergy solar Hillam introduced Sean Luangrath to the commission. City is trying to help Sean stay in Chubbuck and grow their business here. Sean Luangrath was in attendance to explain their company and their plans for the future. Other owners of the company are Brad Barrott and James Brainard. The Idaho Statesman awarded them the second hottest tech startup in Idaho. Their company has received other awards since their start 2.5 years ago. The company deals with portable energy with solar panels and generators. Inergy used social media to get pre -purchases on their products. Kodiak is a solar generator and is the most compact and light weight generator on the market. People that don't own their own home can utilize the Kodiak along with campers and hikers. They are working with INL and ISU. They have 15 employees with 95% of them being ISU students or graduates of ISU. Doctors Without Borders from this area have used their technology when traveling to supply aid to other countries. Their Mission is to bring affordable solar power to the world and their goal is to eventually manufacture here in Chubbuck. They are now housed in a 2,000 square foot building but are looking for 5,000 to 10,000 square feet. J:\Administration\Chubbuck Development Authority\CDA SECRETARY\Minutes\2017\008.22.17.docx John Regetz from Bannock Development was present and spoke very highly of inergy and what a great opportunity this is for Chubbuck. Burch explained the next step is for he and Hillam to talk to City Council and if they are agreeable to work to keep inergy in Chubbuck they will put together a proposal and plan to present to CDA board members. Park Master Plan — Identifying Potential Sites Bill Jackson, Jackson Land Design, is under contract to work with the City on the Parks Master Plan. Key players are: • Jackson Land Design • Citizens Input • GIS/Engineering • LUDC/Planning • City Council • Internal Committee The City's philosophy regarding parks has changed. Parks will not be built by developers, the City will be building the parks and they will not be small parks. City Council has approved disposing of the small park areas. 39 named parks are less than 1 acre in size. The objective today is to discuss and decide a few desirable locations for parks. While studying Google Earth the commission found 8 areas that could possibly be larger parks. 2) Construction Project Update • Dark Fiber This project is contracted with Direct Communications. The hard wire connection from the Fire Station to City Hall is completed. The City is very satisfied with the 2 crews that are working on the project. Approx. 75% of the installation is completed with a goal to have the City facilities up and running by late September. Hiline Road connection does not have a customer base so the new Siphon Road extension through the new parkway and down to the East Chubbuck/Olympus intersection and down East Chubbuck Road will be installed instead. • Country Acres Road Reconstruction Construction started approx. 3 weeks ago. This project is a 4.4 million dollar reconstruction that will be a 2 year project. Bonanza Avenue, Teton Street and Victor Avenue to the west edge of Cotant Park is scheduled to the done by October this year. Rick Keller, Dan Heiner and Evan Frasure will be out of town when the next meeting is scheduled. If the proposal for inergy is ready for by the end of September the meeting could be changed by a week.
