Chairman Dan Heiner. Commission Members: Mecinna Price, Rick Keller, Annette Baumeister, Tiffany Olsen. Mayor: Kevin England. Executive Director: Rodney Burch. Clerk: Rich Morgan & Joey Bowers. Attorney: Tom Holmes. Office Administrator: Ranelle Simmons. Chairman Heiner called the meeting to order at 5:35 pm. Heiner entertained a motion to approve the agenda as presented. Keller moved to accept. Price seconded. All voted in favor. APPROVAL OF MINUTES: for the Special Meeting on May 18, 2017 Heiner entertained a motion to accept the minutes as mailed. Baumeister moved the minutes of May 18, 2017 Special Meeting be approved as mailed; Price seconded. All voted to approve. Rodney introduced Devin Hillam as the new City Planning and Development Director. He has been with the City for 5 weeks coming from the county as their Administrative Assistant to the County Commissioners with specific responsibility being the Northgate Interchange. He has a bachelor's degree and a Master's Degree from ISU. He is taking care of the Planning and Building Departments with a large emphasis on Economic Development functions for the City. Tiffany Olsen was present because of a request by Evan Frasure. She replaced Devin at the County as the Administrative Assistant to Bannock County Commissioners. 1. Review Siphon Road - Northgate Interchange. The 3 phases of the interchange were discussed with a map for the board to review. City of Chubbuck will provide the infrastructure on the connecting road to the West of the interchange. Phase 1 is the actual connecting road from just above the Hiline Canal to the interchange. That segment is being designed in house with City Engineering staff. At the end of this week we'll be at a 25% milestone in our design process. Agreement with ITD is the City needs to be 50% completion of in design construction of connecting roads in 2017. ITD is taking the lead because Idaho Code does not allow the developer to build. ITD will start physical work on the interchange itself in the spring of 2018. Millennium Group still has a 3.5 million dollar commitment to the interchange. Entities that have a role in this project are City of Chubbuck, ITD, Millennial Development, Portneuf Development, Bannock County, Pocatello Development Authority and City of Pocatello. Phase 1 is under design now. Phase 2 is the intersection design that will be done by a consultant. That consultant has been selected and an agreement should be in place this week. They will do the intersection design and the Hiline Canal 5 lane bridge in mid-October with completion in the spring while water is out of the canal. There are a total of 9 property owners that will be affected by this project. 1:\Administration\Chubbuck Development Authority\CDA SECRETARY\Minutes\2017\007.25.17.docx Phase 3 is Yellowstone to Hiline Road. Likely this will be an in house design happening this winter. Phase 3 construction will be in 2019. The State will do the intersection at Siphon Road and Yellowstone. The siphon that is leaking will not be under the road because the road will move to the south. Relocation of power lines will also happen along that area. 2. Review potential CDA program revisions. This is information for board members to review and take action on in the October meeting. Projects to possibly add: • Siphon Road, Yellowstone to Hiline Road • Storm Drainage Improvements in 6 trouble spots • Capell Park parking • Cotant Park south parking area • Chubbuck Road and Philbin Road roundabout • Canals being used as greenway recreation paths Projects to possibly remove: • Valenty Road reconstruction — budget cost, $500,00 - current ADT is 400 vehicles at a cost per vehicle is $1,250 • Briscoe Road reconstruction — budget cost, $750,000 - current ADT is 400 vehicles at a cost per vehicle is $1,875 • Afton Place, West Linden reconstruction - budget cost, $700,000 - current ADT is 250 vehicles at a cost per vehicle is $2,800 • Highway Avenue reconstruction - budget cost, $1,500,000 - current ADT is 250 vehicles at a cost per vehicle is $6,000 Mayor England discussed why the projects were put on the list a few years ago. Burch discussed the handout showing the money flow for the next 5 years. Asking board to study the proposed project plan so a decision can be made to approve or deny in an upcoming meeting. 3. Resolution for Executive Director to act as agent of CDA. The resolution delegate the Executive Director would be an agent for the Authority. This gives Burch the legal authority to inform City Council that the CDA account claims are approved to be paid and that the daily tasks he performs for CDA falls in what he is legally allowed to do. Mayor mentioned that if the board were to hire an Executive Director he/she would need to be paid and a resolution would need to be in place for his/her position. Baumeister asked if the City has been at risk for 20 years. Holmes commented that the City may not have been at risk in 1992 but people are watching more closely these days. Holmes is concerned that because of the changes in how government decisions are made it would be a good idea to have this resolution in place. The wording comes from the bylaws. Heiner commented being a banker that deals with multiple levels of compliances and examinations where they look at everything, if an examination was done here and Burch did not have the authority to do what he is doing the City would be out of compliance. Keller moved to adopt. Baumeister seconded. All voted in favor. 4. Approval of FY2016 Allstate reimbursement. The yearly Allstate agreement has 2 criteria. • Payroll must be at least $17,940,000.00 or higher. Payroll last year was $19,592,264.00. In August 2016 the total employees was 488, September was 484, October was 487. There could be an approximate $133,000 penalty. The unemployment rate when Allstate opened was 9%, employment rate is now 3%. Allstate has 33 to 35 remote employees that have never been taken into the total number of employees that service Chubbuck. City staff believes they are in compliance with the contract and will issue the $362,500.00 for calendar year 2016. 5. Discuss frequency of CDA meetings. Heiner stated there is more and more activity for the CDA board. Price sees the need. Keller would like to see it stay quarterly and schedule special meetings if there is a need. Mayor stated it is easier to cancel a meeting then schedule a special meeting. Burch informed the board that in the next 3 month there will be 1 possibly 2 Urban Renewal Areas so the implementation of those plans will be by the CDA board. Heiner entertained a motion. Price made a motion to hold monthly meetings. Baumeister seconded. All voted in favor of holding meetings the 0 Tuesday of the month at 5:30 pm. Keller asked to be excused from next month's meeting.
