HomeMy WebLinkAbout06 29 1976 TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE AND CITY COUNCIL MEETING June 29, 1976 Minutes of a special meeting held jointly by Traffic, Safety and Beautification Committee and City Council . Present: Mayor Cotant, conducting, Councilman Wayne Taylor, Councilman Fullmer excused. Traffic, Safety and Beautification Committee: Chairman Dave Higbee, Bill Armstrong Myrna Cain. Mayor Cotant explained purpose of meeting; which is a desire of city to have sidewalks installed along route which children walk to Chubbuck Elementary school . The most heavily trafficed area seems to be from Stuart canal to school road. DISCUSSION ON SIDEWALKS: Mrs. Selders: Stated she felt the paved walkway was sufficient. Mrs. Norgaard: Stated she also felt the paved walkway should be sufficient and that children have used the walkway. Mr. Chastain: Suggests the city police force patrol area during hours children walk to school and get them in the habit of using the blacktopped walkway. Mr. Chastain stated he gave the property for the sidewalk along school road and he is against giving anything else towards sidewalks to school . Ray Lacey: Suggested putting slag on sides of street for children to use as walk path. Mr. Lacey said he would help put slag along shoulder of road but doesn't care to install sidewalks until he develops his property. Dave Higbee: Children need to be educated to use sidewalks. Mrs. Selders: Seems more important for police to patrol and help educate children to walk on walkways than follow school buses. Jack Menard: Police officers to talk to students at school . Teachers to promote safety programs thru drawing posters. Mayor Cotant: Stated he felt patrol under supervision of school teachers helped years ago but school officials do not practice this now, possibly because of liability. Mrs. Selders: Signs stipulating no vehicular parking on paved walkway during school hours might help. Mr. Chastain: He would be willing to patrol area and help train children to use crosswalks and paved walkways. Mayor Cotant said city will improve sign system, improve crosswalk markings and perhaps slag west side of Hawthorne. CHAIRMAN Dave Higbee suggestion: Possibilities0) Safety committee presenting a program on safety to children in school . 2)Students taking names of offenders, 3) offenders to write 500 work essay on why they shouldn't jay-walk or whatever, 4) Senior citizens to help at school crossings- get kids across highway and stay on walkway.
