TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE SPECIAL PUBLIC FORUM- June 2, 1976 Minutes of a special meeting held jointly by Traffic, Safety and Beautification Committee and Mayor and Council . Present: Gary Lewis, Acting chairman and Myrna Cain Mayor John O. Cotant, Jr. , Councilmen Wayne Taylor, Dwain Kinghorn, Boyd Fullmer and Engineer Forsgren. Gary Lewis told those present the background of the Traffic, Safety and Beautification committee. The purpose of the committee in the holding of this public forum is promoting safety of the heavy pedestrian traffic on Hawthorne Rd. QUESTIONS ASKED: AND ANSWERS: James Chastain- Why Hawthorne Road? Mr. Lewis answered heavy school pedestrian traffic and car traffic. Carol Carter - Children from Chubbuck Road cross to Scott Street then on to school . Carl Norgaard - Where are sidewalks planned? Power poles seem to be where sidewalks will go. Mayor said west side seemed to be clear for sidewalk construction as east side has fences. Mayor also added it has been suggested sidewalks be installed but not curb and gutter. Ken Carter - Who is going to pay? Mayor Cotant answered basically the property owners, perhaps some city participation. It has also been suggested a bike path be paved on the east side of Hawthorne. Carl Norgaard - From his observation children do not use the marked area now on Hawthorne. Mayor - Very heavy traffic is a problem from Circle In west on Chubbuck Road. Wayne Roderick - Kids do not walk on Hawthorne, they use canal banks. Mr. Roderick also suggested a traffic count of kids be taken. Helen Stevens - She would like the children to stop cutting thru her yard. General - It was stated the children are safer in Neider Addition than on sidewalks on Hawthorne. Hawthorne Rd. is not downtown Chubbuck. Councilman Kinghorn- Sidewalks on Yellowstone are planned. Carol Carter - She has observed more children walking on West Chubbuck Rd. Dorothy Ward - Mayor Cotant suggested sidewalks to Country Acres residents and these people laughed at them. Not many children walk in front of their place -- there are more horses going along Hawthorne Road than children and she feels the residents want to maintain the rural unfinished street atmosphere. Leona Harral - She thinks bike path necessary. Mayor Cotant - Would bike path on west side be more servicable than sidewalks. Many voiced opinion bicycle path would be used more than sidewalks. Mayor - The largest concern is along Hawthorne Road from Stuart to Mr. Chastain's property or school road. Mr. Roderick - Children have been trained to act in safe manner. Many commented they didn't think sidewalks would help. Children need educated not to play in streets. Mayor Cotant asked Engineer Forsgren to give estimated cost of sidewalks. $2.60 per running foot for sidewalks 4" thick, $3.40 per linear running foot for driveways 6" thick which averages $2.80 per running froitfoot. Half of cost of sidewalk is for concrete and half for excavation, forming and laying of sidewalk. Robert Kennedy - What are people going to do about off-street parking? He feels there isn't room for sidewalks and off-street parking both. Mrs. Roderick - If sidewalks goes west of waterline the trees will need to be removed.
