HomeMy WebLinkAbout04 29 1975 TRAFFIC, SAFETYSAND BEAUTIFICATION MINUTES April 29, 1975 Minutes of a special meeting of the Traffic, Safety and Beautification Committee held in the city municipal building, April 29, 1975. Present: Chairman Dave Higbee, Myrna Cain, Gary Lewis, Dorothy Worley and Phillip Rumsey, Mayor Cotant and Councilman Kinghorn along with a good turn out of citizens of Chubbuck. Meeting called to order by Chairman Dave Higbee at 7:05 p.m. CLEAN UP CAMPAIGN: Dave Higbee informed all present the clean up campaign would get into full force May 1 and urged citizens cooperate in every way possible. Mayor Cotant said anyone needing dirt brought into an area where it had settled due to the sewer installation to call the city and we would try to gettit to them;; in areas where the City or Contractor has responbibility. Owners are responsible for the clean up of vacant lots. Citizens complained of young kids riding motorcycles and raising havoc in the vacant lot on corner of Hawthorne and Chubbuck roads. A real need to discuss a correct way to handle garbage pick-up. Mr. Kinghorn is serving on a committee to see if they can solve some of these problems. People are asked to make their garbage more convenient to the garbage man. Garbage is the No. 1 thorn in the side of any city. People want their neighbors to take better care of their garbage by making sure it gets in a can and keep a lid on can so your neighbor doesn't have it in her yard. If dogs are a problem of scattering, after you have it out for pick up, call the dog catcher. The city will be trying to enforce the garbage ordinance. The city will not be putting out or maintaing garbage dumpsters in residential areas. Citizen said he taped with garbage man and he said he was unable to go to the dump site nearest us and had to go to Portneuf. Mayor informed those present the city does use the landfill on Hiline Road each day and this landfill will remain open until January 1, 1976. A citizen wanted to know if we could get the dump to stay open every day during the month of May. The citizen wanted to know if they have rocks or heavy items to be hauled away if the city could run a truck once a month for this purpose. Mayor said that during the city wide clean up in May we will see that it is hauled off, that our garbage rate is cheapest among other cities in the state and other areas. Mayor said that maybe another man to help on the garbage truck would be a big help. How many people are paying garbage customers in Chubbuck? 960 residential, 33 commercial and school and church 4. Citizens urge to have a clean up truck come around twice a year. One citizen complained he has to pay $15.000a month for a dumpster and his neighbor has five cans or more a week and gets it picked up for $2.00, he thinks he should pay the same amount as him. Again the comment for a garbage truck for s special clean up come around. Citizen says if the garbage is handled properly it wont be anmess for neighbors. Builders are urged to pick up their wrappers from building supplies. One citizen wants to know if we can educate people who need help in clean up in private ; yards. One gentleman offered his services to help people see what needs cleaned up in their yards. Mr. Tebe Worsencroft suggested that the city send out a complimentary letter to the people who keep up their yard and premises. Mayor commented that Chubbuck gets no ioverage in the paper on any city wide coverage. Lady complained about horses eating her flowers and shrubs. TRAFFIC: Speed limits flucuate too much. City needs a uniform speed limit set up. It was pointed out streets are not designed as play grounds. Areas around school will have 20 mile speed limit. Citizen wants 15 miles in school zone. They want the speed limit for school kids to come down to cover the Chase area kids. Citizens were reminded that front fences be only three feet high at most and require a building permit. Neider area wants the street sweeper to come around. Get him new brushes. Residents want pot holes at Chubbuck and Hawthorne filled in. Residents are invited to attend our meetings the third Tuesday of every month at 7:00 p. in. at the city offices. Meeting adjourned at 8:45 p. in. Dave Higbee, Chairman Myrna Cain, Secretary
