HomeMy WebLinkAbout09 03 1974 Tri hi L, SikETY September 3e 1974 Meeting started: 7:09 p.m. Conducted by: Dave Higbee, Committee Chairman Those in Attendance: Dave Higbee, Dorothy Worley, Myrna Cain, Richard Allen, Gary Lewis and Mr. Phillip Rumsey, District traffic engineer for Division of Highways. Minutes of last meeting held August 27, 1974 were read and approved. Other items brought to the committee's attention were: 1. A report from the police department was read on school children and busing. It was suggested in this report to have children wear light colored clothes when goint to school and waiting for buses. To have bus drivers use the arms and flasher on the busses correct— ly. Also signs should be placed on each end of US #91 to warn motorists of the pick up zones. The committee discussed possibly better snow removal in the bus stop area so children can stand back off the road and be on a dry surface instead of a snow bank. Mr. Gary Lewis was asked to check with the School District tocheck the locations of the bus stops in the Chubbuck area. These locations will be checked by the committee, and evaluated for recommendations. 2. It was brought to the committees attention by Mr. Rumsey that local clubs may help sponsor some forms of reflective material for children to wear while standing at the bus stops, and while walking or riding bikes to school. 3. A speed study should be taken around the city so the speed limits could be made uniform. The police department will be asked to help by furnishing radar, and an operator, to be used in one of the committe members vehicle. 4. News media will be asked by the committee to broadcast safety messages for school children. These messages will be prepared by the committee and approval given by the city council, before being released to news media. 5. A list of 10 urgent items were picked by the committee, to turn over to the city council for consideration. The list is in order of priority of attention needed. Recommendations from the committee will come at a later time on each matter. No. 1 Railroad crossing on East Chubbuck Road . No. 2 Need of new signing and uniform speed limits on city streets. No. 3 The control of parking on U.S. #91, especially in the Green Triangle, Mrytle's Place, Five Mile Inn and other areas in the city. No. 4 The canal bridges at Chubbuck Rd. and Hiline needs attention and Stuart Road and Hawthorne. No. 5 Weed control in the city. No. 6 School crossings painted and signs isntalled for warning to motorists. No. 7 Keeping children from playing in the streets. Also the hauling of junk in open bed trucks which are uncovered, letting the junk blow out all the way to the yard. No. 10 Leash law enforcement with dogs in the city. Other items mentioned were: 1. Improvements needed at Stuart Park, specifically water fountains at picnic area and another tennis court. 2. Young motorcyclists riding without drivers license. Also discussed were several complaints by city citizens which included: 1. Pothole at US #91 and Stuart Avenue. Traffic committee recommend: better maintenance practices. 2. Cinderblock wall at Circle Inn Trailer Court obstructing motorists view of intersection. Traffic committee recommend: Realizing this is private property and not in city's control, ask that city council send owner letter to let him know a problem exists. Possibly owner may choose to make intersection a 4-way stop., or yield on side streets. 3, Dip at east intersection of Stuart and Henry Street. Traffic committee recommend: Adding road mix on top of concrete to lessen the depth of area. Next meeting will be held 7:00 p.m. September 17, 1974 at city offices. This is to be used in conducting speed studies on city streets. We would like to use this unit in one of the committee members vehicles. It is felt that if the unit were used in one of the Police Dept. units (vehicle) an accurate speed study could not be determined. Motorists seem to have a tendency to slow down when they see a Police car. At the present ; \...1 time a schedule has not been worked out as to which streets would be studied first. We suggest the major collector roads ( Chubbuck RD., Hawthorne Rd. , Siphon Rd. and Hiline Rd.) have this study conducted first, We would also like to reccomend the Council adopt the Uniform Manual on Traffic Control Devices (with corrections and deletions) as published by the United States Government Printing Office, as a guide for all future needs of the city, We also would like to request the appointment of Kirk Beck, 203'2 Carrousel Tr. Both Officer Rowland and Chief Stone will be at the next meeting they hold,which will be on the 17th of September,if there are any questions they might have for us.
