December 4, 1990
Present: Mayor John 0. Cotant, Steven M. England, David A. Landon,
W. Dean Wood, Kent Parrish , Rodney Parrish , Tom Nield, Dean
Groesbeck, Dwain Kinghorn, Pete Anderson, Wayne Taylor, Ray
Tolman, Marvin Gunter, PWD Steven M. Smart, Fire Chief Cary
Campbell and City Clerk Ron C. Conlin. Leroy S. Quick, Wally
Wright and Kent Kearns excused. Scott Birch moved to Boise.
Meeting called to order at 5:30 p.m. by Mayor Cotant.
Fire Chief Campbell gave a report on the structural engineer
report, Brent Ballif presented. FC Campbell said Mr. Ballif
told him the current building cannot be brought to City Code.
Fire Chief Campbell reported on several options we have.
Mayor Cotant suggested we proceed with the new building along side
the current building, find out the costs, then proceed with
remaining funds.
Fire Chief Campbell stated the Fire Station Addition will house all
Apparatus.
Discussion about stability of current fire station, will the
building stand during an earthquake. This needs to be taken
under consideration while stabilizing the building.
FC Campbell said the inner structure reinforcement will support
floors, it will not have much to do with the outside frame.
FC Campbell presented a proposed site plan to Fire Station
Committee.
FC Campbell said the new building will be 60 ' x 80' , 14' height,
single story building.
Discussion on comparison costs on masonry and metal building. Tom
Nield reported a masonry building will be less insurance cost
than a metal building. The dollar amount will not be that
great. FC Campbell said a masonry building might affect our
fire rating also, as compared to a steel building.
A metal building will stand better during an earthquake.
Pete Anderson stated, when you finish a metal building completely ,
the cost will be about the same as a masonry building. The
metal building will cost less if you just put up a shell ,
but with the necessary additions, they cost about the same.
Kent Parrish suggested putting a new front on the existing fire
station.
There was a consensus on the following:
1 . Steel frame building, with masonry framing walls.
2 . Bid should include tying two buildings together at same
time.
3. Bid training tower as an alternate-frame building, 3
stories.
4. Best time to bids is mid February, or first of March.
5 . Bid the whole project at once, with alternates.
After discussion, it was decided the Fire Station Committee will
meet again on Tuesday, December 18th. at 5 : 30 p.m.
