Minutes of the Chubbuck Development Authority quarterly meeting held at Chubbuck
City Hall Council Chambers, 5160 Yellowstone on January 24, 2017 at 5:30 pm.
Chairman Dan Heiner. Commission Members: Mecinna Price, Rick Keller, Steven Hadley, Deloy Stuart, Annette
Baumeister. Mayor: Kevin England. Executive Director: Rodney Burch. Attorney: Tom Holmes. Office
Administrator: Ranelle Simmons.
Chairman Heiner called the meeting to order at 5:35 pm.
Heiner asked if there were any changes or additions to the agenda. Motion to accept the agenda. Hadley
moved the agenda be approved. Keller seconded. All voted to approved.
APPROVAL OF MINUTES: October 25, 2016
Keller moved the minutes of October 25, 2016, be approved as emailed; Hadley seconded. All voted to
approve.
1. Acceptance of Pine Ridge Development Agreement
Burch stated the 2015 plan with Farmer Holding was not sufficient so it was redone in 2016. Small changes
were made:
• Recitals on page 1
• Page 4 of the agreement item 1.1 reimbursement amount will not exceed $15,000 for each fiscal year.
• Section 1.3 is new and it designates that the plan will not be amended without the consent of Pine
Ridge .Page 5 section 3.8 is the criteria for reimbursement. The CDA board will approve prior to
reimbursement.
The rest of the document is the same as 2015
Heiner entertained a motion to accept the agreement as outlined with the changes giving authorization to sign
the agreement. Hadley moved to accept. Keller seconded. All voted in favor.
2. Review status of 2016 construction and 2017 — 2022 program budgets — Burch
The annual report was discussed starting on page 4 reviewing the major activities of 2016, items 1-5.
Unaudited balance for 2016 is $2,966,822.00. Projects for fiscal year 2017 were discussed. Country Acres
streets is the big project for the next 2 years. The Hawthorne Road project, James Avenue to Siphon Road was
scheduled for 2021 but has been moved to 2018 because a new water line is being replaced and the road will
be redone at the same time. There will be curb and gutter on the West side of Hawthorne Avenue, the canal
will not be covered.
Heiner entertained a motion to accept the plan as presented. Hadley moved to accept the plan. Seconded by
Keller. All voted in favor.

3. Discuss cost of Parks Master Plan — Burch
A Parks Master Plan is a critical component for an Impact Fee Study to be done. The Master Plan could be up
to a $40,000 expenditure. Burch entertained that CDA fund one half and the City Parks Department fund the
other half. The plan analyses the parks, where we are deficient and helps the City set standards for developers.
Bill Jackson of Jackson Landscape Design, who designed the Wellness Complex, the City has been in contact
with him. The Master Plan must be defendable in court.
The Impact Fee Study will be done by Zions Finance. The Master Plan can be brought back to CDA for input.
The Impact Fee Study will go to Council for approval.
Burch presented the power point that he presented to City Council.
Parks are now built by developers but citizens will benefit from a planned park. Good public space doesn't
happen without a plan. There will be community input for what they want to see. A plan will help with grant
applications. By ordinance the City will not accept a park smaller than 15,000 square feet. This is a step to do
away with small parks.
Nicki Taysom 4963 Yellowstone Chubbuck, ID 83202 Opposed. Impact fees penalizes builders. Violates the 5th
amendment.
Burch added that impact fees are a proportionate amount of what they are adding to the community relative
to the assets that currently exist.
Heiner entertained a motion to accept the Parks Master Plan and authorize up to $20,000 from CDA to
participate in the study. Keller moved to accept. Seconded by Hadley. All voted in favor.
4. Flower baskets — Price
If baskets are going to be hung again this year it is time to order flowers.
An update on Chubbuck Pride is the committee members are successful busy individuals. If there is not a
budget in place the committee will not continue.
Burch sent in November to board members a summation and review by Burch and Holmes of the Urban
Renewal Plan and By Laws, beautification is not a component by law of CDA. There are very strict criteria and
guidelines for building repair and stopping blight using CDA money. By definition CDA cannot do beautification.
Mayor suggests Chubbuck Pride be involved with Valley Pride in Pocatello. They are already 501c3 non-profit.
Commission ask Burch to investigate:
how other Urban Renewal Agencies are spending their money
the 20 year TIFF plan and how much money was spent on roads
Burch will forward to the commission the objectives of the Urban Renewal Plan. It is what this board is held to
in their operations.
ADJOURN: Heiner entertained a motion to adjourn. Keller moved to adjourn at 6:45 pm. Baumeister seconded.
All voted in favor.
