HomeMy WebLinkAbout007.26.16City of Chubbuck Chubbuck Development Authority July 26, 2016 5:30 PM Minutes of the Chubbuck Development Authority quarterly meeting held at Chubbuck City Hall Council Chambers, 5160 Yellowstone on July 26, 2016. Chairman Tom Nield. Commission Members: Mecinna Price, Rick Keller, Steven Hadley, Deloy Stuart, Dan Heiner, Tom Nield, Annette Baumeister. Mayor: Kevin England. Executive Director: Rodney Burch. Attorney: Tom Holmes. Administrative Assistant: Ranelle Simmons. Chairman Nield called the meeting to order at 5:30 pm. APPROVAL OF MINUTES for the Special Meeting on June 29, 2016 Nield entertained a motion. Heiner made the motion to approve the minutes of June 29. Seconded by Keller. All voted in favor. 1. Board action not on published agenda —Tom Holmes At the end of the meeting in June the board voted on an $800 use for beautification that was not on the agenda. Any board cannot act on items not on the agenda. It is easier to pull something off the agenda or skip an item. Burch explained that this board approved $800 for the brackets to hang the flower baskets on Hiline Road and the city found a different source for those and they were bought out of Parks money. Holmes explained that board members can have a conversation with each other just take caution if there are a number of the board members together that looks like they are taking official action. Mayor mentioned if 4 board members got together there could be a problem. 2. Optix Media lease summary— Rodney Burch The board directed staff to negotiate the lease for dark fiber. A selection process needs to be followed. The first thing the board needs to approve is the Request for Proposal (RFP) that is in the meeting packet. If approved it will be published requesting proposals with an August 11th deadline. The board can then act upon a lease agreement after the August 11 deadline. Language has been added for protection for both parties with the lease term and what happens in 15 years. There will be the ability to extend the lease with current market rate. The sites were determined by the operations of the city. Burch went over the cost. The city has to upgrade the radio system because of FCC guidelines about every 5 years at approx. $35,000. The city is out of compliance with Homeland Security with all of the wells and sewer systems. The facilities should be monitored. Cameras and hardware will need to be purchased. Board is making a motion on the start-up cost and the city will pay the maintenance costs out of the operational budgets from the different departments. Staff feels this is good value for the city and more importantly this is good for the community because of attracting and improving businesses. Nield entertained a motion. Keller moved that the RFP is approved and if Optix is the successful entity we will proceed with proposed lease. Seconded by Stuart. If this continues next year ordering the flowers in January would ensure nicer flowers. Some cities have residents sponsor the baskets. A plaque is near the basket with who they are honoring. Barrels on corners and intersections could also be done. Teenage committees could help with hanging the baskets. Burch informed the board it takes the parks department 15 hours a week to water the baskets that are up now. A Chubbuck Pride committee was discussed. Visiting with Valley Pride was also discussed. Yellowstone Avenue is a state highway and they would not let baskets be watered without a lane closure. Burch mentioned putting a Beautification line item in the budget for CDA for the next 7 years. $10,000 is a good place to start. Beginning a grant program was discussed. Price and Baumeister will lead this discussion at the next meeting in October. 4. Update on Parrish Building on East Chubbuck Road next to the railroad tracks - Mayor / Rodney This building will be referred to as Art's Shop. Mayor sat down with Chief Severe and Code Enforcement, Aaron Harker and discussed 339 East Chubbuck Road. Most of code enforcement is complaint driven. The occupant is not breaking any ordinances. Chief Severe put out a bulletin to his officers that if anything happens at Art's Shop to keep Chief Severe aware. The Mayor has been told it is a very unstable building. Fire Department has not brought to the city's attention any red flags. 5. Review status of 2016 construction program — Rodney Burch Burch gave the board an update. Stuart Additions project has a completion date of October 15 and will end up a little over budget. As the excavation has started the subgrade materials under the roadway are in terrible condition. A number of locations have had to excavate 2 plus feet of material to build back a stable roadway. City was approached by the county to use the millings off of our roadways and recycle it by adding oil and then reuse. The county does it on numerous roads. Tyhee Road between Yellowstone and Hiline Road has just been done. City is considering doing it on the Industrial Park, Valenty Road and Briscoe Road because they do not have curb and gutter so this application fits with those streets. Southside Way in Industrial Park, may be done with this application this year. Stuart Park construction phase with the splash pad, bids next Tuesday. Contractors are busy this year so hopefully there will be bids submitted. The grant for sidewalks for Stuart Additions Reconstruction has been awarded but the check for $117,000 has not arrived. 6. General discussion on blighted area. Art's Shop was discussed again. Merlin Miller, acting Fire Chief, was asked about the building in Mayor's staff meeting. They don't consider the building a problem. Holmes will put on the Mayor's staff meeting agenda for next Monday. ADJOURN Nield entertained a motion. Heiner moved to adjourn. Seconded by Baumeister at 7:25.
