Minutes of the Chubbuck Development Authority Special Meeting held at Chubbuck City Hall Council
Chambers, 5160 Yellowstone on June 29, 2016.
Chairman Tom Nield. Commission Members: Mecinna Price, Rick Keller, Steven Hadley, Deloy Stuart,
Dan Heiner, Annette Baumeister. Mayor: Kevin England. Executive Director: Rodney Burch. Clerk:
Richard Morgan. Attorney: Tom Holmes.
Chairman Nield called the meeting to order at 5:32 pm.
APPROVAL OF MINUTES:
Heiner moved the minutes of April 26, 2016, be approved as emailed; Hadley seconded. All voted to
approve.
1. Amendment to the 1992 Urban Renewal Plan
Burch explained that a schedule and deadline need to be in place for items 1 and 2 on the agenda. For
this first discussion it will be referencing both items.
CDA, Land Use and City council approved an Urban Renewal Plan for the Pine Ridge Mall. When the plan
was filed with the State Tax Commission they rejected the plan because of what is now the Red
Robin/Panera Bread parcel was referred to in the original 1992 plan as the Carmike Parcels. So the plan
that was done in 2015 will need to be done again.
Farmer Holding has hired the experts in Boise to work thru the process. We are ready to amend the
1992 Urban Renewal Plan. It is removing the original 1992 parcels referred to as the Carmike Parcels
using the term deannexation. Agenda item #2 is the 2016 Urban Renewal Plan with minor changes from
the 2015 plan. The plan will need to go before the Land Use Commission as well as City Council. There is
a resolution that will need to be acted upon tonight.
Nield entertained a motion. Keller moved to adopt the resolution forthe 1992 plan amendment. Second
by Heiner.
Roll Call Vote: Mecinna Price, Yes; Rick Keller, Yes; Steven Hadley, Yes; Deloy Stuart, Yes; Dan
Heiner, Yes; Annette Baumeister, Yes; Tom Nield, Yes.
2. 2016 Pine Ridge Mall Urban Renewal Plan
The resolution that was acted on tonight and the Notice of Public Hearing for City Council will be added
as exhibits to the plan.
Mayor England does not see where there would be an opposition.
Nield entertained a motion. Heiner made a motion to adopt this resolution. Seconded by Hadley.
Roll Call Vote: Deloy Stuart, Yes; Dan Heiner, Yes; Annette Baumeister, Yes; Tom Nield, Yes;
Mecinna Price, Yes; Rick Keller, Yes; Steven Hadley, Yes.
Baumeister noticed a typo on the third page of the resolution.
3. Optix Media/fiber partnership
City has been approached by Optix Media for a fiber to the home project in the city. This is approx. a 4
million dollar infrastructure investment.

They would like to start in the next 3 to 6 weeks with completion in 14 months. The city has an
opportunity to lease dark fiber from Optix Media to provide to all existing and future facilities in the city.
Burch reviewed the Dark Fiber proposal and the Dark Fiber Agreement.
Nield entertained a motion.
Heiner abstained.
Baumeister moved that Burch proceed with negotiations with Optix Media. Second by Hadley.

4. Items from the board
Price discussed Chubbuck's Beautification Program. To hang baskets on Hiline Road will cost $800.00
Nield entertained a motion. Hadley moved to spend the $800.00. Second by Heiner. Hadley reflected his
motion and moved to approve $1,000. Second by Heiner. All voted in favor.
Mayor mentioned that beautification grants are available for smaller and bigger cities, we fall in the
middle.
Stuart discussed the old Parrish building on East Chubbuck Road. Code Enforcement is looking into.
Mayor will discuss in his next staff meeting.

Nield entertained a motion. Moved by Keller. Second by Heiner. All voted to adjourn at 6:50 pm.
