HomeMy WebLinkAbout010.27.15City of Chubbuck Chubbuck Development Authority October 27, 2015 5:30 PM Minutes of the Chubbuck Development Authority quarterly meeting held at Chubbuck City Hall Council Room, 5160 Yellowstone, October 27, 2015. Commission Members: Rick Keller, Deloy Stuart, Gordon Wilks, Dan Heiner, Tom Nield. Executive Director: Rodney Burch. Clerk: Richard Morgan. Attorney: Tom Holmes. Administrative Assistant: Ranelle Simmons. Vice Chairman Wilks called the meeting to order at 5:30 pm. APPROVAL OF MINUTES: for July 28, 2015 Heiner moved the minutes of July 28, 2015, be approved as mailed; Nield seconded. All voted to approve. Wilks welcomed Deloy Stuart to the CDA board. 1. Discuss the appointment of a new Executive Director Nield nominated Rodney Burch. Keller seconded. All voted in favor. 2. Elect Chair Nield nominated Gordon Wilks. Heiner seconded. All voted in favor. 3. Elect a Vice Chair Keller nominated Tom Nield. Heiner seconded. All voted in favor. 4. Review status of 2015 construction program Burch explained the status of Whitaker Road Reconstruction Project. Two steps left to happen are the moving of power poles which will start this week and taking about a month. Sidewalks and driveways need to be poured. No concrete crews are available. The cost right now is $350.000 under budget. Burch had a summary hand out for review of the construction budget and projects. Stuart Additions will be the big project for 2016. It is a road, curb and gutter project. Hopefully sidewalks if the money is there. The big projects going forward are: • 2017 Industrial Park, Industry Way and Southside Way • 2018 Country Acres Subdivision (streets by Cotant Park) • 2019 Valenty Road, Ward Drive extensions and Briscoe Road • 2020 Afton Place and Linden, completing Linden to Knudsen Blvd • 2021 Hawthorne Road, the extension from James Avenue to Siphon Road • 2022 Highway Avenue Burch let commissioners know that in the October 21St meeting City Council approved the Pine Ridge Mall Urban Renewal Area with Farmer Holding for 20 years. It is a separate district that is administered P\Administration\Chubbuck Development Authority\CDA SECRETARY\Minutes\2015\010.27.15.docx by CDA. Farmer Holding will pay property taxes and they will be reimbursed the increased tax back to them depending on their successful completion of improvements and increasing the value of the mall. Burch let commission know that there is no notice on the Tiger Grant application for Siphon interchange. Decision date was changed from September to the middle of November. Mayor England is in Washington DC and does have an appointment with the Federal Highway Department. CDA has committed 2 million dollars over the next 2 years. Burch informed commission of a couple of smaller projects that CDA may be asked to look at. Connor Academy has traffic issues on Philbin Road. There is no shoulder on East Chubbuck Road for pedestrian traffic when they are crossing 1-15.People are walking and riding bikes along that stretch of road and it is very dangerous. The city is replacing the water line in Poleline Road from Red Lobster to the corner of Poleline and Quinn. Multiple repairs have been done in the past on that section of line. This line will be servicing 3 new restaurants and 2 retail strip malls with 4 stores in each strip mall. Panera Bread contributing $10,000 and the developer at Hillman Crossing Subdivision will be contributing approx. $5,000, with a total of $45,000 for the City's portion. Nield moved to contribute up to $35,000 to the water line project on Poleline Road. Heiner seconded. All voted in favor. 5. Discuss funding a splash pad. CDA money can be spent on parks and park improvements. Burch had pictures of 3 parks with splash pads. Rexburg spent $450,000, Valley Fair Mall in West Valley $300,000, South Ogden $375,000. Maintenance operation is like a swimming pool with a chlorination system with water being tested twice a day. It is a recirculating system with filtering and pumping. Different locations were discussed. Commission would like to see this as a destination place. Burch will do research and bring more information to the January meeting. Items from board Keller complimented the city on how Whitaker Road Reconstruction Project has been handled. ADJOURN: Wilks entertained a motion. Heiner moved to adjourn. Nield seconded.
