Minutes of the Chubbuck Development Authority Special Meeting held at Chubbuck City Hall Council
Room, 5160 Yellowstone on January 27, 2015.
Chairman Blake Jones. Commission Members: Kent Kearns, Rick Keller, Steven Hadley, Tom Nield.
Mayor: Kevin England. Executive Director: Steven Smart. Attorney: Tom Holmes. Secretary: Ranelle
Simmons.
Chairman Jones called the meeting to order at 7:35 pm.
APPROVAL OF MINUTES: for September 23, 2014
Nield moved the minutes of September 23, 2014, be approved as emailed; Hadley seconded. All voted
to approve.
1. CONSIDER RESOLUTION CHANGING MEETING DATES, BOARD TERMS, AND OFFICER TERMS OF
OFFICE TO COMPLY WITH BYLAWS ARTICLE V.
Blake asked if there were any questions regarding the resolution. Smart explained the change to
meetings and term of office is to comply with the bylaws.
Jones entertained a motion. Hadley made the motion to approve Resolution 2015-01. Kearns seconded.
All voted in favor.
2. REVIEW AND APPROVE 2014 ANNUAL REPORT
Smart briefly discussed the report and that it needs to be submitted to the city by March 31st. During the
FY 2014, the Authority received $2,096,563 in tax increment funding from property taxes. The Authority
expenditure for FY 2014 was $1,909,094. The balance as of September 30, 2014 is $1,837,028
No questions from board member.
Jones entertained a motion. Kearns made the motion to accept the 2014 annual report and submit to
the city. Nield seconded. All voted in favor.
3. REVIEW AND APPROVE PROPOSED 2016 CONSTRUCTION PROGRAM
Whitaker Road and Stuart Road reconstruction projects were discussed. Whitaker Road will have 3
lanes. The sewer and water infrastructure is in good shape in both projects. The ordinance requires
neighborhood mail boxes be used in new projects.
Jones entertained a motion. Nield made the motion to accept the 2016 fiscal year construction projects.
Hadley seconded. All voted in favor.
Smart had supplied the board with a spreadsheet showing a project history for the Authority from 1994
to present.
Smart let the board know he is retiring at the end of August after 37 years with the city.

ITEMS FROM BOARD
Hadley talked about the future traffic flow down East Chubbuck Road from the Portneuf Wellness
Complex. Mayor stated the estimate is 6 to 8 concerts in the summer months and traffic will be handled
the same way it is after the July fireworks.

Jones entertained a motion to adjourn. Keller made the motion at 6:25 pm. Hadley seconded. All voted
in favor.
