Minutes of the Chubbuck Development Authority quarterly meeting held at Chubbuck City Hall Council
Room, 5160 Yellowstone, on September 23, 2014.
Vice Chairman: Gordon Wilks. Commission Members: Kent Kearns, Dan Heiner, Tom Nield.
Mayor: Kevin England. Executive Director: Steven Smart. Secretary: Ranelle Simmons.
Vice Chairman Wilks called the meeting to order at 5:35 pm.
1. APPROVAL OF MINUTES: for June 24, 2014.
Kearns moved the minutes June 24, 2014, be approved as emailed; Heiner seconded. All voted
to approve.
2. REVIEW CONSTRUCTION PROGRAM FOR 2015
Smart presented the review to the board.
• Allstate Insurance has still not reported their employment numbers so they have not
asked for payment
• Topographical survey work has been started on Whitaker Road and Stuart Additions
• Dell Road Reconstruction Project is at $476,000 so far. Concrete is done and paving
should be in the next week. Sewer lines are done.
• Capell Park Tennis Court Complex spent $103,000 this fiscal year. $4,700 left over from
CDA money and the Portneuf Wellness Foundation grant of $50,000 will light 4 of the 8
courts. Mayor commented Portneuf Wellness Foundation is supporting the tennis courts
with including them in the activities available at the Wellness Complex.
• Knudsen Blvd final invoices have come in. Zebe Lane to Hawthorne Road section was
$595,000 this fiscal year
• The final payment for Hiline Road from East Chubbuck Road to the Interstate has been
made to the state. Guardrail is done on Hiline Road but no invoice has come in yet
• Whitaker Road will go out to bid next year.
3. REVIEW HOCKEY DEVELOPMENT AT CAPELL PARK WITH CPHA REPRESENTATIVE
Jim DiSanza from Pocatello Chubbuck Hockey Association was in attendance to update the
board on the hockey rink. The hockey rink has had a run of bad luck from rain causing pipe and
insulation to float out of trenches to the point that the trenches had to be re -dug to spending
money to hire the ISU Club Rugby Team for labor on the replacement of the pipe. When the
condenser was delivered the driver accidentally dumped it off the truck. It took 2 weeks to
patch the condenser. Insurance from the trucking company paid for the damages. The
association ran out of time and money for an artificial ice season. The weather cooperated to
make natural ice for 3 Friday night free public skate nights that were very successful. Opening
night had a turn -out of 70 skaters. A week later there were 120 people and the final night had

140 skaters. The nights were sponsored by Idaho Central Credit Union making it free for
everyone. Portneuf Health Care Foundation was disappointed that the project wasn't done but
they did give the association an additional $17,000. Tom Dahlquist, a local electrician, has
volunteered to rewire the panel for free. Work has started on the compressor. Volunteers
having fallen away because of how long this has taken but they will continue to push forward.
ITEMS FROM BOARD
Smart mentioned the next meeting is December 23 and he does not think there will be much
business to address. Annual report will be on the March meeting agenda. Event Center is still
working on financing issues so a special meeting may be called before the March meeting.
Official agreements between the Auditorium District and Chubbuck Development Authority may
need to be executed.
Nield made a motion to skip the December meeting. Kearns seconded. All voted in favor.
ADJOURN: At 6:15 pm Wilks entertained a motion to adjourn. Heiner made the motion. Kearns
seconded. All voted in favor.
