HomeMy WebLinkAbout10 08 2014 CM Study SessionCITY OF CHUBBUCK 111 Council Study Session October 8, 2014 3:00 p.m. Minutes of a regular Council Study Session held at the Chubbuck Council Chambers, October 8, 2014. The meeting was called to order at 3:OOpm by Mayor Kevin England. Rich Morgan called the roll. Mayor Kevin England -present, Councilmembers: Josh Ellis -absent, Ryan Lewis - present, Kermit Morrison -present, Brent Marshall -present. The Mayor asked the council for input on the regularity and the delivery of the city newsletter. In the past is has gone out monthly with every bill. Other options include posting it on the website and including in the bill quarterly. The Mayor asked the council to get their input on the newsletter to him. The Mayor also asked the council to review the elected officials' salary. The current compensation has not been adjusted since 2006. The Mayor plans to review elected officials' salary on a regular basis going forward. Councilmember Marshall asked if the city had received any awards or grants of any type from the work Keller McIntyre was doing for them. Mayor England explained that there had been nothing finalized yet but that things are moving forward. Mayor England explained that they have only been working on this for a handful of months. It will take more time to realize any monetary benefits to the city. Councilmember Marshall would like to see light regulated within the city. His main concern is that each property owner should maintain the light they project within their own property boundaries. There were concerns discussed on the regulations. Rather than less light or regulating light three was discussion on how more light would make the City a safer place. Some of the unanswered questions were: Who's standard will the city adopt? How will the City enforce compliance and how will that be funded? Will City street lights comply with the new standard? Councilmember Marshall asked about the police department compensation and awarding compensatory time rather than paying overtime. Councilmember Marshall was concerned that the Officers would not have the opportunity to receive the compensation from this time worked. Currently the City has chosen to offer compensatory time rather than pay overtime. Each officer accepts this arrangement when they accept an offer to work at the city and signs their understanding of the employee policy. Rich said he will verify this arrangement and ensure it is correct. It was explained that each employee will always receive the full benefit of all the hours they work for the city.
