Council Study Session Minutes
September 10, 2014
3:00 p.m.
Minutes of a regular Council Study Session held at the City of Chubbuck Council Chambers,
September 10, 2014. The meeting was called to order at 3:OOpm by Councilmember Josh Ellis.
Rich Morgan called the roll. Mayor Kevin England -absent, Councilmembers: Josh Ellis -present,
Ryan Lewis -present, Brent Marshall -present, Kermit Morrison -present.
The council discussed the regulation of light within the city boundaries. Councilmember
Marshall stated he has had phone calls with concerns from the East Bench area, Whitaker area
and the Bible streets. He would like the lumens regulated so that we don't have bright lights
keeping neighbors from sleeping. Councilmember Ellis would like to see some regulation but
is wary of being too restrictive. Councilmember Morrison pointed out that there are requests
made of commercial entities in design review and asked if the City could handle this the same
way. Councilmember Lewis wants to ensure before anything is done that the City has identified
a definable and enforceable requirement.
The council would like City Staffs comments and other Idaho Cities lighting ordinances to
review.
Councilmember Ellis postponed the discussion on limiting the size of accessory buildings until
the next study session.
At 3:25pm Councilmember Ellis adjourned the meeting.
