Council Meeting Minutes
August 6, 2014
6:00 p.m.
Minutes of a regular Council Meeting held at the City of Chubbuck Council Chambers, August
6, 2014. The meeting was called to order at 6:OOpm by Mayor Kevin England.
Rich Morgan called the roll. Mayor Kevin England -present, Council members: Josh Ellis -
present, Ryan Lewis -present, Brent Marshall -present, Kermit Morrison -present.
The Pledge of Allegiance to the Flag was led by Mayor England.
The Invocation was given by Aaron Hall of the Whitaker 1 st Ward of the Church of Jesus Christ
of Latter -Day Saints.
Approval of Minutes. Council member Ellis moved to approve the regular meeting minutes of
July 16, 2014. Council member Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes,
Marshall -yes, Morrison -yes.
The final plat for Freddy's Subdivision was presented to the council. The final plat conforms to
the requirements of titles 16 and 17 of city code. City staff recommends approval.
Council member Lewis moved to approve the final plat of Freddy's subdivision. Council
member Morrison seconded. Roll Call Vote: Ellis -yes, Marshall -yes, Morrison -yes, Lewis -yes.
Ordinance #734 was presented to the council for approval. This ordinance codifies a zone
change that was approved by the council several years ago and the change was never codified.
The property affected is 770 E Chubbuck Rd. Passing this ordinance is really a housekeeping
item cleaning up and formalizing something that has already been approved. Staff recommends
the rule to read the ordinance three times be waived.
Council member Morrison moved to waive the rule the ordinance be read three times. Council
member Lewis seconded. Roll Call Vote: Ellis -yes, Marshall -yes, Morrison -yes, Lewis -yes.
Council member Lewis moved to adopt ordinance #734. Council member Marshall seconded.
Roll Call Vote: Ellis -yes, Marshall -yes, Morrison -yes, Lewis -yes.
Ordinance #735 was presented to the council for approval. This ordinance codifies the fiscal
year 2015 budget. The total general fund budget is set at $7,464,812. The total water,
wastewater and sanitation fund budget is set at $6,771,319. The Chubbuck Development
Authority budget is set at $1,825,321. and the total of special revenue fund budgets are set at
$146,900. With the publication requirements set by state law, staff recommends the rule to read
the ordinance three times be waived.
Council member Marshall moved to waive the rule the ordinance be read three times. Council
member Ellis seconded. Roll Call Vote: Ellis -yes, Marshall -yes, Morrison -yes, Lewis -yes.
Council member Ellis moved to adopt ordinance #735. Council member Marshall seconded.

Computer print-out claims for August 6, 2014 were presented to the Mayor and Council for
approval and payment. Council member Morrison moved to approve the claims for August 6,
2014 as published. Council member Marshall seconded. Roll Call Vote: Ellis -yes, Marshall -yes,
Morrison -yes, Lewis -yes.
At 6:37pm Mayor England adjourned the meeting.
