Minutes of a regular Council Study Session held at the City Council Chambers, May 14, 2014 The meeting was called to order at 3:00pm by Mayor Kevin England Mayor Kevin England -present, Council Members: Kermit Morrison -present, Brent Marshall - present, Josh Ellis -present, Ryan Lewis -present. -Justice for Idaho Citizens The Mayor gave a short description of this group. Paul Yockum and Ken Estep did not attend the study session, Mayor would like to invite them again. Josh asked if Mayor Blad is aware of this group. Mayor said that Pocatello is involved. Ryan said that this is very delicate issue and as a municipality we don't want to become adversarial. -Report on IIIA Elected Official Meeting in Ammon Mayor will be meeting with Amy Manning next week to discuss concerns in regards to IIIA. Mayor asked the Council to get any questions to him that they would like answered. Ryan Lewis stated that everything that the IIIA says can be done, is great in theory, but promises have been made before and never delivered. -Law Enforcement Budget Chief Severe stated that there are no anticipated or unusual budget changes for the police department for FY 15. Josh Ellis asked the Chief's opinion on whether police employees would rather have a raise or a bigger contribution to their HSA Account. Randy and Captain Quinn both agreed that the younger employees would take the raise and older employees would take the HSA contribution. Brent Marshall asked the Chief about retaining employees. The Chief stated that it's not good. Brent asked if it is because of wages or benefits. Randy thinks it started with the change in benefits. Josh asked how much is because or promotional opportunity. Randy stated that exiting employees had mentioned it, as well as, not feeling valued as an employee. Cutting the DARE officer was a huge hit to the police department. Ken said that another problem when an employee give a 2 week notice that it takes 10 months from hiring process to an officer being in a patrol car and the police department is down 5 officers right now. There are times when there is 1 officer on duty for 14,000 people. -HSR/PW Bttdget Steve wasn't prepared to do entire budget — The only large purchase Steve anticipates for FYI 5 is a truck to flush the sewer. Council Meeting Minutes Continued May 14, 2014 61 Steve stated that for some years the city has set aside money to build a new salt storage structure. He is preparing bid specs for the 50 x 50 fabric roof building to be bid on June 10`h, 2014. Mayor England asked if there was anything else. Brent Marshall wondered about updates regarding Dell Rd., Knudsen Boulevard and Pine Ridge Mall. Kermit Morrison had a question in regards to funding for Hiline Road. There was a short discussion.
