COUNCIL STUDY SESSION MINUTES
April 9, 2014
3:00 p.m.
Minutes of a regular Council Study Session held at the City Council Chambers, April 9, 2014.
The meeting was called to order at 3:00pm by Mayor Kevin England.
City Clerk Rich Morgan called the roll. Mayor Kevin England -present, Council Members: Josh Ellis -
present, Ryan Lewis -present, Brent Marshall -present, Kermit Morrison -present.
Muscular Dystrophy Association -
This year is the 60th anniversary of the MDA's fill the boot campaign. The MDA wanted to touch base
with the council, explain their mission and give the council an opportunity to ask questions. This chapter
of the national organization is based in Boise. They provide services to families by running clinics and
funding equipment grants for those in need. They do participate in funding research. Fill the boot started
in 1954 by one fire fighter. Today Idaho is one of the few states that has 100% participation by all union
locals in the state. Last year the fill the boot campaign raised 25 million dollars nationally.
Water Capital Plan -
Steve introduced the water capital plan. The City has taken some important steps in the water capital
plan such as adding standby generators to all producing wells and purchasing 2900 acre feet annually of
irrigation water rights. We have also been building reserves in order to take the next steps and are ready
to purchase land and drill a well. Mike Jaglowski from Keller Associates in Pocatello went through the
water facility plan with the council. This plan gives the council an idea of how the current system
compares to state standards. The system does currently operate at a critical water deficit. The State
requirements are that you are able to supply water at peak demand with your largest producer off line.
The plan outlines a three tier action plan.
Priority IA - Secure land for well site, drill wells, construct transmission line to distribution system,
construct a storage reservoir(40 year solution) and booster pump station (10 year solution).
Priority 1B - Improve current tank farm transmission lines, Improve bench booster pump station, and
Improve fire flow distribution improvements,
Priority 2 - Extend service Area to west and north, Growth Driven.
Fire Department Budget -
The operational increases in budget are in the following line items; pay call, vaccines, physical exams,
debt service for breathing apparatus, telephone, communications, drug testing, training, and fuel. Chief
King thinks if there was a way to retain the pay call personnel that would help with his budget. The turn
over for pay call is very high. Chief King also included two personnel options with his budget. He
would like to hire a second assistant chief in either scenario. He would also like in option 1 to add two
fire fighters. Option 2 would add a second pay call fire fighter on regular shifts. These requests will
decrease response times of a second engine and increase safety for everyone.

Dell Road -

The Mayor explained that he is waiting for the bids to come in. Once we see where we are with the bids
the Mayor will bring you up to date with the direction the CDA would like to go.
Health Insurance -
Last week Eric Jablonski attended a IIIA training. In the training we were notified that in the new fiscal
year the city will be required to offer part time employees health insurance benefits. This will be a new
cost to the city in FYI 5.
FYI Budget Public Hearing -
The council discussed several possibilities for the budget public hearing.
Number of Council Members -
The idea of having a 6 man council was discussed. The general feeling of the council is that for now the
City is well served with the 4 council positions they have.
Elected officials Salary -
Council Member Ellis feed back from citizens was "show us what your worth". Council Member
Marshall stated that with the information from other cities he thinks our salary is comparable. Council
Member Lewis would like more information about the Mayors schedule and duties in order to include
this in the context of the bigger budgeting discussion. Also, mentioned was the small stipend to Land
Use of $10.00.
Hiline Road -
Council Member Ellis has driven Hiline Road from Alameda to Reservation. There are sections with
guard rails, most without. Some section's safety additions made sense, other sections additions or lack
there of did not. Josh would like a second opinion on the road from an outside engineering firm. He has
heard that members of the State Police think the road is a problem.
Council Member Marshall asked if we're worried about the safety of the road or the safety of the people
by this road. What's the danger of the road? What is the solution to that danger? This is a mental issue
with the neighbors in this area. The City's options are leave curb, add guardrail, add boulders, add jersey
rail, add a berm, or build a cement wall. Council Member Marshall would like the entire environment
looked at from an outside firm. The road has been vastly improved so people are driving faster on it.
Mayor England believes the road was built to accepted engineering standards and a firm, looking at the
road will validate that.

Council Member Lewis asked the council how they would defend their decision to those who purchase
property in the future in comparison to those who purchased before this decision. He then added the
analogy of someone purchasing a property in a dangerous part of town. Is it the City's responsibility to
put a dead bolt on that home's door?
Council Member Morrison would like to see rumble strips installed and the intersection at Hiline and
Vern improved and include a 3 way stop.
Chief King was asked by the council to give his opinion. Chief does not see a way to remove all the risk.
He believes this is an enforcement issue with impaired drivers. Chief King would like to see information
on Hiline crashes between Alameda and Chubbuck Road. Maybe the City should include a stop sign at
the Vern intersection, like we installed a 4 way stop at Philbin and Chubbuck Roads.
Steve Smart added that he is in the process of providing information to an engineering firm in Boise to
help the Council with the information they have requested. Steve reminded the council that road
specifications are written to protect the driver not private property. He believes the changes to the road
from pre and to post construction are benign. This road has always been designated as an arterial road.
FY2015 Fee Resolution -
The proposed fee resolution for FYI 5 was distributed to the council for their review.
At 6:30pm Council Member Morrison made a motion to adjourn. Council Member Ellis seconded and
the full council approved.
