HomeMy WebLinkAbout04 02 2014 CMCITY OF CHUBBUCK 39 COUNCIL MEETING MINUTES April 2, 2014 6:00 p.m. Minutes of a regular Council Meeting held at the City Council Chambers, April 2, 2014. The meeting was called to order at 6:OOpm by Mayor Kevin England. City Clerk Rich Morgan called the roll. Mayor Kevin England -present, Council Members: Josh Ellis -present, Ryan Lewis -present, Brent Marshall -present, Kermit Morrison -present. The Pledge of Allegiance to the Flag was led by Mayor Kevin England. Approval of Minutes. Council Member Morrison moved to approve the regular meeting minutes of March 19, 2014 with the addition of his vote to approve the claims. Council Member Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Marshall -yes, Morrison -yes. Hiline Road Discussion. Council Member Marshall started the discussion by pointing out that the council needs to decide if this situation on Hiline Road is a safety issue. Council Member Marshall thinks this is a safety issue. The one thing that bothers Council Member Marshall the most is the photo showing a van on the road and the van appears in the photo as high as the top of the fence to the side of the road. Council Member Marshall believes there are several ways to fix the problem, including; a cement fence, a guard rail, jersey guard rails, a dirt berm or boulders. If the City can spend l Ok on pop then we can spend 15k on a guard rail. Council Member Lewis looked into the detail of 19 accidents along Hiline. These are the accidents that were investigated by the Chubbuck Police Department. Council Member Lewis visited the site with Chief Severe. The accidents overwhelmingly were caused by inattentive driving. The accidents in question usually leave the road on the east side of the curve just after the Vern St. intersection. Council Member Lewis thought that a possible solution would be to do something with the shoulder of the road on the east side of the curve. Living on Chubbuck Road Council Member Lewis understands the issues of living on a high traffic road. With a high number of the accidents happening because of inattentive driving this really could be an enforcement issue rather than a engineering issue. Council Member Lewis wants to ensure that if a concern is addressed by the council that the council has done their due diligence in finding the real problem. Another concern of Council Member Lewis is that he has heard no discussion of boundaries on a project and therefore is uncertain what a council motion would entail. Tom Holmes the City Attorney pointed out that City Staff has reiterated that the road is designed and meets accepted roadway design standards. This issue could be a perception issue rather than a safety issue. From a legal stand point if the road is designed to standards the citizens should be looking at something like an Local Improvement District to install what they would want. Tom cautioned the council that they should not be designing roads, road engineers should do that. Council Meeting Minutes Continued 41 April 2, 2014 Council Member Ellis said there are 4 or 5 crashes that all deal with the west side of the road. He thinks this shows there is an issue there. Just a month ago a car went to the east, over corrected and then went off to the west. Council Member Ellis is seeing an accident every six months. Council Member Ellis thinks this frequency of accidents is more than normal and would like Chief Severe or City Staff to either back this up or say he is wrong. Mayor England expressed that we know there are concerns. The City Council needs to ensure their decision is justifiable and sustainable in all contexts including the use of public funds. Council Member Morrison explained what he investigated along Hiline Road out at the 2 mile intersection. Council Member Morrison looked at the guard rail there and was investigating this as a solution. What Council Member Morrison notice was the difference between the old road and the new. The new sections of Hiline Road are a great improvement. Council Member Morrison thought that rumble strips along this curve might help with the inattentive drivers. He would also like to know the costs of any proposal and what the cost share between the city and the neighbors would be. Steve Smart explained that the east side of Hiline Road just north of Vern Street is engineered to help channel storm run off. The east side of the road has the protection of the high canal bank. It would be an unknown if filling in this small section would help those inattentive drivers who over correct. If we do make adjustments there that take away the ability to handle run off we would need to address the newly created run off issue as well. As Steve reviewed the accident material he came to the conclusion that this is not a road way design issue. This is an enforcement issue with impaired drivers. Computer print out claims for April 2, 2014 were presented to the Mayor and Council. Council Member Morrison moved to approve the claims as published. Council Member Lewis seconded. Roll Call Vote: Ellis -yes, Lewis -yes, Marshall -yes, Morrison -yes. Executive Session Pursuant to Code Section 67-2345(1)0. Council Member Morrison moved to go into Executive Session. Council Member Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Marshall -yes, Morrison -yes. Council Member Ellis moved to come out of Executive Session. Council Member Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Marshall -yes, Morrison -yes At 7:15pm Council Member Marshall moved to adjourn. Council Member Ellis seconded and the full Council approved.
