HomeMy WebLinkAbout03 12 2014 CM Study SessionCITY OF CHUBBUCK 31 COUNCIL STUDY SESSION MINUTES March 12, 2014 3:00 p.m. Minutes of a regular Council Study Session held at the City Council Chambers, March 12, 2014. The meeting was called to order at 3:00pm by Mayor Kevin England. Present: Mayor Kevin England, Council Members: Josh Ellis, Ryan Lewis, Brent Marshall, Kermit Morrison. Hiline Road - The council was presented with the email Jared and Melody Daniels, 5130 Canterbury, sent the city on February 26, 2014. They were also given Steve Smarts reply sent on March 4, 2014. This same issue of traffic accidents on Hiline Road has been discussed by the council previously, in the fall of 2011. The council was given that information as well. Steve Smart explained the City's position. The road has been constructed to current standards. The City does not believe there is anything that needs to be done to the road. The wall that is being requested is expensive and could set a precedence in the city that the city cannot afford. Cement barriers and guard rails were also discussed. The Daniels would like to come to a City Council meeting. The Mayor would like to meet with the Daniels before they come to a council meeting. City Staff will facilitate this. Health Insurance - Mark Semons presented health insurance quotes from Regence and Blue Cross. The quotes are $30,000 per month less than what the City is currently paying to III -A. Mark explained many details about the health insurance market, rules and regulations, the history of health insurance with the City, other plans such as the Gem plan, the pitfalls that lead the III -A to the situation they now grapple with and the ramifications to the City of staying with the III -A or leaving. The council was given the III -A's response to the City notifying the III -A of its intent to withdraw. The legal fight that could ensue and the possible penalty the III -A would try to assess against the City was discussed. Mark is going to try and educate the II1-A member cities about the high cost of the III -A and the money that could be saved in going another direction. The City will ask the III -A for clarification of the date the city was a member of the III -A. The City's board member will try to get an item on the agenda to discuss all the possible options for the III -A. Burning Ordinance - Chief Eric King explained to the council that currently, when a citizen purchases a burn permit, they are required to update that permit every two weeks. Chief King would like to change that to once a year. The requirement to notify the city the citizen is starting a burn is still in effect. City of Chubbuck Comprehensive Plan - It has been 10 years since the comprehensive plan was updated. It is time to review the plan and see if there are items that need to be changed. The City of Pocatello is currently going through this process, the Mayor would like to review their final plan before we finalize anything with our plan. Council Study Session Minutes Continued 33 March 12, 2014 Website Updates - Steve Smart presented two bids the City has received for website updates and maintenance, one from E Squared Creative for $15,875, one from Stuart's Media Group for $9,850. Council Member Marshall would like to review the work before finalizing the contract. The Mayor will take the Council's discussion and review the proposals. Requests for Advertisement - An example of the multiple requests the city gets for advertisements was presented to the council and they were asked if they would support this kind of expenditure. The council expressed their desire for those dollars to go to the website or a city app, something that would have a more obvious benefit to the citizens. Council Member Ellis expressed his desire for advertising dollars to target business that would locate in Chubbuck. Water Capital Plan - this discussion is scheduled for April 9, 2014. Sewer Capital Plan - This discussion will be scheduled for a later date. Business Cards - The new business card for City of Chubbuck elected officials was presented to the council. If the Council would like new cards they should contact Wendy. Park Fencing for Ball Programs - The ball fencing in the parks is removable and made from PVC pipe. This has many complaining about the difficulty in finding the receptacles in the turf and about the quality of the fence once erected. City Staff will look into replacing the PVC receptacles with some kind of metal or more durable receptacle. Council Member Ellis mentioned the possibility of changing the park philosophy of the City from small neighborhood parks to large destination parks. At 5:06pm Council Member Ellis moved to adjourn.
