COUNCIL MEETING MINUTES
February 11, 2014
7:00 p.m.
Minutes of a regular Council Meeting held at the City Council Chambers, February 11, 2014.
Present: Mayor Kevin England, Council Members: Ryan Lewis, Brent Marshall, Kermit
Morrison, Attorney Thomas Holmes, City Clerk Rich Morgan.
Absent: Council Member Josh Ellis.
The meeting was called to order at 7:OOpm by Mayor Kevin England.
The Pledge of Allegiance to the Flag was led by Mayor Kevin England.
Approval of Minutes. Council Member Morrison moved to approve the regular meeting
minutes of January 28, 2014. Council Member Marshall seconded. Roll call vote: Lewis -yes,
Marshall -yes, Morrison -yes.
Dell Road Reconstruction.
Steve explained the Dell Rd. reconstruction project and the requirement by city code, that those
residents along the road will be required to connect to the city waste water collection system.
Steve reported to the council the concerns that were brought up at the open house held February
5, 2014. There was discussion among the council about the options discussed at the Council
Study Session held February 4, 2014.
Council Member Lewis moved to waive the city's $1,000 connection fee if the resident was
connected within the required 90 day time frame, otherwise the resident would need to be
connected by July 1 2015 and would be required to pay the City connection fee.
Council Member Morrison seconded. Roll call vote: Lewis -yes, Marshall -yes, Morrison -yes.
Ellis Construction, Preliminary Plat for Park Meadows 13th Addition.
Brady Smith from Rocky Mountain Engineering explained the preliminary plat. This area was
originally planned to have 6 twin homes. The plat being presented has 6 single family lots.
Steve mentioned that the plat was in compliance with City requirements.
Council Member Lewis moved to accept the preliminary plat. Council Member Marshall
seconded. Roll call vote: Lewis -yes, Marshall -yes, Morrison -yes.
Council Meeting Dates and Times.
Mayor England proposed to the council that they change the time council meets to 6pm and the
day council meets to the first and third Wednesdays of each month. The Council Study Session
would be the second Wednesday at 3pm. An ordinance reflecting these changes will be on the
February 25, 2014 Council Agenda and if passed could be effective for March 2014.

Computer print out claims for February 11, 2014 were presented to the Mayor and Council.
Council Member Morrison moved to approve the claims as published. Council Member
Marshall seconded. Roll Call Vote: Lewis -yes, Marshall -yes, Morrison -yes.
Council Member Marshall requested an item be added to a future agenda to discuss an accident
on Hiline Road. It will be added to the March 12, 2014 Study Session Agenda.
At 7:32pm Council Member Marshall moved to adjourn. Council Member Lewis seconded and
the full Council approved.
